Budgam District Hospital doctor terminated over unauthorised absence since 2024
Jammu: A consultant surgeon at District Hospital Budgam has been terminated from service by the Jammu and Kashmir Health and Medical Education Department for remaining absent from duty without authorisation for nearly two years.
According to a government order, the doctor failed to resume her duties after the expiry of her sanctioned leave on March 1, 2024. Despite repeated notices and show-cause notices issued by the department, she did not return to service.

The department said the Medical Superintendent, District Hospital Budgam, has repeatedly reported her continued absence. It was noted that it had adversely affected patient care in the Surgical Department, where only one consultant surgeon was available, reports Greater Kashmir.
In her responses to the department, the doctor reportedly cited the medical treatment of her mother-in-law, who was suffering from cancer, as the reason for her inability to return to work.
However, despite the notices, she did not resume her duties. Instead, she requested the authorities to accept her resignation from government service.
Consequently, invoking Rule 21(1) of the J&K Civil Services (CCA) Rules, 1956, the Government has terminated her probation and discharged her from service with effect from March 1, 2024, the date she initially absented herself, reports Daily Excelsior.
The action brings to an end the doctor’s service as Consultant Surgeon at District Hospital Budgam after the department determined that she had failed to resume her official duties despite repeated communications.
Medical Dialogues had previously reported that a Medical Officer appointed at Government Medical College (GMC), Srinagar, has been terminated from service by the Jammu and Kashmir government over prolonged unauthorised absence from duty and failure to provide a satisfactory explanation despite repeated opportunities to resume service. According to an order issued by the Health and Medical Education Department on Thursday, the doctor, who was appointed as a Medical Officer on an Academic Arrangement Basis, has been disengaged with retrospective effect from May 1, 2025—the date from which she remained absent from duty without authorisation.
