New Delhi: After the Delhi High Court support on the training extension while holding it reasonable in COVID times, the National Board of Examinations (NBE) has issued a fresh advisory for Final Year DNB, DrNB and FNB trainees with respect to the continuance of their services as resident doctors.
The NBE has clarified that all Final Year trainees of the below-mentioned batches shall continue to discharge the duties in this time of National exigency as may be prescribed by their hospitals, for the period as follows:

b. DrNB Super Specialty trainees, till fresh batches of DrNB Super Specialty trainees for 2021 admission session have joined at respective hospitals or counseling for NEET-SS 2021 is concluded, whichever is earlier.
c. FNB trainees, till fresh batches of FNB trainees for 2021 admission session have joined at respective hospitals or counseling for FET 2021 is concluded, whichever is earlier.
3. The NBE Accredited hospitals are required to pay the stipend to the trainees as per the stipend guidelines of NBE
Last month, the NBE had released an order extending the training of all the NBE trainees of certain batches whose scheduled tenure is ending in 2021, by a period of "three months" beyond their scheduled date of completion of training, across all the courses (DNB/DrNB/FNB).
It had been decided by the NATBOARD that the services of all DNB, DrNB, FNB trainees of the concerned batches as Residents may be continued to be utilized at NBE accredited hospitals, over and above their mandatory 3 months' extension, till fresh batches for the 2021 admission session have joined or counselling for NEET-PG 2021 is concluded, whichever is earlier.

However, the order did not go well by the several doctors who are in DNB Super Speciality courses who moved the High Court seeking its intervention in the matter.
In their petition, the doctors submitted that the DNB course is of three years and a mandatory extension of three months is permissible, which they have already served, and claimed that the authorities are not empowered to extend the course beyond this period.
The counsel for the doctors submitted that the NBE notification reflects discrimination between the petitioner doctors who are undertaking the DNB Super Specialty courses as opposed to similarly placed doctors who are undertaking MD/MS courses, as they are not subject to the May 4 notification.
In response, the NBE's advocate argued that that the new batch of residents will be joining hospitals only after the completion of the PG-NEET examinations for 2021-22, and in the meantime, the hospitals require the services of the present residents, particularly in the unprecedented circumstances emanating out of the COVID-19 pandemic.
Upon deliberating the matter, the HC bench held that the NBE order was not arbitrary and unreasonable; moreover, the services of resident doctors are imperative for the functioning of hospitals in the current situation arising out of the COVID-19 pandemic.
