Rajasthan HC directs RUHS to allow MBBS interns to appear in MO recruitment exam

Rajasthan: In a major relief to the medical interns in the state aspiring to appear for the examination conducted by Rajasthan University of Health Sciences (RUHS) for several medical posts, the Rajasthan High Court has instructed the authorities to allow such candidates to appear for the exam. The High Court has instructed RUHS authorities to accept the forms of the interns in offline mode.

This came after medical interns of the state turned towards the High Court opposing the recruitment notification of RUHS dated October 15, 2020, as the notice mentioned possessing permanent registration as a mandatory criterion.

The notification clearly stated that the applicants should mandatorily have a permanent registration certificate provided by the Rajasthan Medical Council on or before October 29th and cited it to be one of the eligibility criteria for filling the application form. Rajasthan University of Health Sciences is to conduct the examination on October 26th, 2020.

However, this brought a disadvantage to all those candidates who are currently pursuing their training as during their internship they are only issued a provisional registration certificate and are given a permanent registration certificate only after they complete their one-year internship.

Distressed by the condition of the recruitment criteria where the candidates will only be accepted if they have already secured a valid registration, the petitioners turned to High Court with their problems. The counsel representing the petitioners, Shritema Bagri submitted that the Rajasthan Medical and health rules 1963 did not mention any mandatory permanent registration certificate.

All the interns have their provisional registration certified by Rajasthan Medical Council but they are yet to get their permanent registration from the council which they will be gaining only after the completion of the internship.

Mr. Bagri told TOI, " but the respondents imposed a supplementary condition, whereby the candidates could only be termed as qualified if they furnished Permanent Registration Certificate issued by the Rajasthan Medical Council on or before the examination date October 13, 2020."

Hence taking cognizance of the plight of the medicos, the High Court has instructed the authorities to allow the interns to participate in the examination held by RUHS.
