All AYUSH systems need to be popularised: Madras HC pulls up Ministry
Madras: Taking cognizance of the fact that the posts allotted to the department of Siddha are very meager as compared to the other departments of AYUSH, the Madras High Court on Thursday stated that it is the duty of the central ministry of Ayush to popularise every Indian system of medicine including Siddha in all states. This came after the court raised certain queries to be answered by the Department of AYUSH regarding the number of the posts available in each Indian system of medicine and the numbers of post vacant and the time required to fill up the seat posts.
The learned Assistant Solicitor General answering the queries stated that the Department of Ayurveda has got 95 posts and the Department of Unani has got 25 posts whereas the Department of Siddha has got only 5 posts in the said categories. Finding it significantly less, the court observed that even the negligible number of five posts in each category have not been filled up in the Department of Siddha. It is stated that the vacancies have to be filled by the UPSC and in this regard, a proposal has been sent to UPSC on 17.07.2019, and the recruitment process would be carried out by them.
The bench of justice comprised of Justice N. Kirubakaran and Justice P. Velmurugan stated that " in view of the above, this Court, Suo Motu, impleads "Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi - 110069". Mr.V.Chandrasekar, the learned Standing Counsel takes notice on behalf of the newly impleaded respondent and shall file an affidavit as to when the examination will be conducted and the recruitment process will be over for the appointment of posts viz., Advisor, Joint Advisor, Deputy Advisor, Assistant Advisor, Medical Officer, not only in the Department of Siddha, but also in other Departments of AYUSH."
Moreover, the learned Assistant Solicitor General is directed to give the total number of posts available under each category in each Indian system and the number of vacant posts to be filled up, by way of an affidavit. The court also stated that " in the floor of parliament that 'Kabasurakudineer' is found to be an effective treatment for Covid-19. When that is so, 'Kabasurakudineer' should be popularised and should be made available throughout the Country so that all the people living in every part of India could be benefited out of Siddha medicine viz., 'Kabasurakudineer' which is the effective treatment for Covid-19."
Finally, giving due importance on popularizing each discipline of medicine, the High Court observed that " though it is stated that the Department of Siddha is only popular in Tamil Nadu, Kerala, and in some other States, it is the duty of the Central Ministry of AYUSH to popularise every Indian system of medicine including Siddha in all the States. It is incumbent on the Ministry of AYUSH to open at least one hospital for each system in every State and instructions shall also be obtained by the learned Assistant Solicitor General in this regard."
