Who will be considered as senior consultant? NMC clarifies on medical faculty regulations

New Delhi: Earlier this year, the National Medical Commission (NMC) released the final Medical Institutions (Qualifications of Faculty) Regulations, 2025, and it announced that senior consultants can now be appointed as faculty in medical colleges.
Now, the Apex Medical Commission's Postgraduate Medical Education Board (PGMEB) has released the Frequently Asked Questions (FAQs) on the rules concerning these Regulations and offered clarity regarding the eligibility conditions to be considered as senior consultants to be appointed as medical college faculty.
Eligibility to be considered as Senior Consultants:
According to the NMC, a consultant/specialist of an NBEMS-accredited broad speciality or super speciality department of a government institute needs to fulfil the eligibility criteria (qualification & experience) prescribed by NBEMS to become a senior consultant and PG teacher of the relevant speciality.

Such a senior consultant can become a Professor of a medical institute if he/she is a PG teacher of the relevant specialty and is working as a PG teacher in that institute of the specialty. However, for this, the doctor has to produce an experience certificate from such government institute at the time of appointment as a Professor in any medical college.
NMC in Note 2 of Sl. No. 1 of Table E (page no. 37-38) of the 2025 Regulations mentioned, "A Senior Consultant, having three years of' experience as post graduate teacher of broad specialty or super specialty subject in the National Board of Examination in Medical Sciences recognised Government medical institute shall be eligible to become Professor in a recognised medical institution of the concerned specialty and total number of years of experience as Post Graduate teacher in National Board of Examination in Medical Sciences recognised government medical institute shall be considered as experience as Professor in a recognised medical institution."
Clarifying who will be considered as a Senior Consultant as per this, NMC mentioned in the FAQs, "A consultant/specialist of NBEMS-accredited broad specialty or super specialty department of a government institute running NBEMS accredited postgraduate or Superspeciality teaching programme if fulfils eligibility criteria (qualification & experience) prescribed by NBEMS to become senior consultant and PG teacher of relevant specialty and is working as a PG teacher in that institute of the speciality will be considered as senior consultant for the purpose of this regulation. One will have to produce such experience certificate from such government institute at the time of appointment as professor in any medical college."
Medical Dialogues had previously reported that earlier this year, on June 30, 2025, NMC released the final Medical Institutions (Qualifications of Faculty) Regulations, 2025, and laid down the eligibility qualifications of medical teachers at medical institutes.
Releasing these regulations, the Apex Medical Commission had notified the rules regarding the qualifications required for medical and non-medical faculties in medical colleges across the country, falling under the purview of NMC. However, since the stakeholders sought clarifications regarding certain provisions of the regulations, the Commission has recently released the FAQs.
