DME Tripura begins NEET Counselling 2023, details
Tripura: Directorate of Medical Education (DME Tripura) has begun the counseling process for the NEET UG admission process. 255 seats are allotted for the round 1 counseling process.
The Round 1 registrations for Tripura State NEET UG 2023 online counseling will continue till 11.59 pm today. The Schedule for the said Round- 1 of Tripura State NEET UG 2023 Online Counselling for distribution of State Quota/Domicile seats of MBBS/ BDS & BASLP Courses in Regional Institute of Medical Science, Imphal, Agartala Government Medical College, Agartala, Tripura Medical College, Hapania, Tripura, Agartala Government Dental College & IGM Hospital, Agartala, Regional Dental College, Guwahati against the Tripura State Quota seats and MBBS seats for All India Candidates Other THAN Tripura Domicile At Tripura Medical College, Hapania, Tripura is furnished as follows for general information and invitation of intending eligible candidates to participate.

The amount of mandatory Security Deposit for the 2nd Round of Counselling will be published in due time in the DME website. Registration Fees for the Candidates under OBC – NCL Category registering for State Quota/Domicile Seats will be as per registration fees for General candidates.
Eligibility –
1. The applicant must be an Indian Citizen and a Permanent Resident of Tripura. The applicant or his/her parents must have been residing in the State of Tripura continuously for not less than 10 (ten) years immediately prior to the date of making the application for appearing at NEET-UG. The applicant should not have applied for domicile (as per NEET Brochure) of any State other than Tripura.
2. Children of All India Services Officers borne in Tripura Cadre and the Children of the Employees of the State Government posted outside Tripura will be eligible to appear at the Counseling irrespective of their prior stay in Tripura.
3. In case a candidate is not a permanent resident of Tripura but his / her parent is either on deputation as an Officer/employee to the Govt. of Tripura or an Officer/employee of the Central Govt. working in Tripura and has served in Tripura continuously for a period of 3 (three) years or more prior to appearing in the qualifying examination from any School/Institute of Tripura.
4. In the case of wards of Ex-servicemen, either the candidate or his/her parents must have been staying in Tripura continuously for not less than 5 (five) years immediately prior to the date of making an application for appearing at NEET Examination and the candidate must have passed H.S(+2 stage) Examination in the year of NEET Examination from any School/Institute in India affiliated to Board recognized by Govt. of India/Govt. of Tripura with subjects in which he/she desires to appear in the NEET.
5. Children of serving Defense Personnel (Army/Navy/Air Force) hailing from Tripura are also allowed to appear for Counseling provided that their children should have stayed in Tripura continuously for not less than 5 (five) years immediately prior to the date of making application for appearing at the NEET Examination and that the candidate must have passed the H.S. (+2 stage) Examination from any Institution of Tripura with the subjects in which he/she desires to appear in the NEET.
Details issued -
1. Candidates are advised to go through the NEET UG 2023 Information Bulletin, which is attached below, and any other Notices/ Memos/Notifications in regard to the Counselling published in MCC/NMC/DME from time to time, thoroughly in connection with the Eligibility, Qualification, and Possession of relevant original documents, etc which a candidate shall be asked to show at any point of time.

3. Only registered candidates will be eligible for appearing in the Counselling. Admission on the allotment is subject to the condition that all the Uploaded documents are found authentic, true, and correct during the Online & Physical verification.
4. A Candidate can insert multiple choices in ’Choice filling’ as per preferences in order.
5. A Candidate if allotted a seat in Round 1 will have options to ignore the allotment (not getting admitted) and can go to Second Round (free exit) provided he/she satisfies all prerequisites of Round-2 participation.
6. If allotted a seat in Round-1, a candidate can get admitted to that seat and further participate in Round-2 (upgradation) provided he/she satisfies all prerequisites of Round-2 participation.
7. A Candidate, if admitted to a Round-1 seat, can resign from that also afterward but latest within 48 hours of Round-2 Result Publication but the Candidate cannot hold (get admitted) 02 (two or more of such MBBS/BDS/BASLP seats at any one point of time simultaneously, be it from Counselling of any State, AIQ or any other Council/ Counselling Authority.
8. BHMS and BAMS seats are not yet received by the Directorate of Medical Education and if these seats become unavailable within a reasonable time, the seats will be distributed in Round-2 or MOP UP Round (Round-3). Round-1 will continue with the available seats right now.
Guidelines for online counseling –
1. After the official publication of the results of NEET UG, the Directorate of Medical Education(DME) shall notify the date of schedule for the registration of the eligible candidates in the Tripura Counselling portal https://dmeonline.tripura.gov.in/.Then the Directorate of Medical Education will prepare the merit list of the registered candidates and allotment will be done as per Seat Matrix and Merit and Choice filled by a candidate in the Counselling for admission in MBBS/BDS/AYUSH/BASLP Courses.
2. The Tripura State NEET UG 2023 Counselling Committee shall supervise the Counselling of the qualified/eligible candidates for admission into the different Professional Degree courses in Colleges/Institutions inside and outside Tripura every year.
3. Registration portal will be kept open for a scheduled period during which candidates have to register their names for (a) State domicile seats/State Quota Seats or (b) 20 (twenty) seats of TMC for All India candidates other than Tripura domicile.
4. After the registration process gets completed within the scheduled date (i) the Tripura State Merit List and (ii) The merit list of All India other than Tripura domicile (for 20(twenty) seats in (TMC) will be published. The Merit List of State domicile candidates will be prepared following the primary screening of candidates’ documents by the Counselling Committee.
5. The Counselling Committee will notify the dates of “choice filling and locking” for the registered candidates. Then the Counselling Committee will proceed with the online allotment of seats only for these registered candidates of Tripura State NEET UG 2023 Counselling is eligible to participate in the Counselling.
6. After allotment of seats, the Issuance of Nomination will be arranged from DME for the State domicile/State quota seats and for the 20(twenty) seats for All India other than Tripura domicile seats. All admission to concerned Institutions as per allotment & Nomination is subjected to verification of original documents in the Institutions. Any want of original document or any faulty, any tampering, forgery in connection with original documents or any faulty illegible document if found during physical verification or at any point of time will lead to cancellation of Allotment/Nomination or admission in connection with that particular candidate and the said matter may be further processed as per Law (if any).
7. After receiving the Nomination by a candidate himself/herself from the Directorate of Medical Education, the candidate will proceed for admission to the allotted College and have to fulfill the admission criteria of the respective College/Institution after the physical verification in the allotted Institution within the scheduled time of admission as notified. No admission shall be allowed beyond the last date of admission.
8. The seats not availed by the candidate in the 1st Round of Counselling or availability of new seats after notification of 1st Round of counselling (if any), will be carried forward for the 2nd Round of Counselling of Tripura State NEET UG 2023 Counselling.
9. A candidate, who surrenders his / her seat offered in the first round of Counselling with the intention to avail better seat in the second and subsequent rounds of Counselling, shall not claim the college of his / her choice as per his / her original rank in the first round of Counselling. He/she will have to accept the seat in the college which is available during the second Counselling or subsequent Counselling as allotted as per candidates’ filling of choice & as per merit. The same method shall be applied in case of a candidate who abstains from the first round of Counselling or does not get admitted to a round-1 allotted seat & participate in round-2. For example, if a candidate who may have topped the NEET- UG in the first round of Counselling but surrendered his/her seat with the intention of appearing in the subsequent round then he/she cannot claim in the 2nd Counselling that on the basis of rank, he/she should be given a college of his / her choice made in Round-1. He/she will now rank with the others who are in the second Counselling, and if in the second round of Counselling he/she is eligible as per merit at Round-2 to a college of his/her choice, he/she will get it.
10. All Rounds will be held with the availability of seats at that point of time of concerned Notification and will be furnished accordingly.
11. A Candidate who got admitted to an allotted seat during the first round of Counselling and gets admitted but subsequently intends to resign/ surrender the seat shall have to apply in writing to the admitting authority and also to the Director of Medical Education regarding such surrender of the seat within 2(two) days from receiving the nomination positively with a surrender certificate to be obtained from the admitting Institutions and such submission to the office of the Directorate of Medical Education shall have to be done within 2(two) days of receiving the nomination or latest by within 2 days of the last date of admission of that Round.
12. When admission & surrender gets completed after the first round of Counselling, the Directorate of Medical Education shall notify in due course the vacancy status of seats informs about the vacancy status of seats in respect of course/branch and category for holding the second Counselling with schedule & inviting fresh registration of round-2 counseling.
13. Registration Fees for Round -2 Counselling is exempted for candidates who have deposited registration Fees and already get registered in Round -1. So, a fresh candidate in round-2 he/she will have to deposit both; registration Fees and a security deposit for participating in round-2.
14. A candidate is admitted to a Round 2 allotted seat, his/her counseling ends at that point.
15. The candidates shall have to be present during the period of the document verification process in the allotted Institution before admission.
16. Admission of a Candidate to a certain College / University will be subject to the fulfillment of other eligibility/Admission criteria, of the respective admitting College/University/Institution, including the cut-off marks in NEET UG 2023 of the respective category, Age of the candidate, beside other NEET Eligibility.
17. There will be no waiting list of the candidates at the time of Counselling. On successive occasions, fresh Counselling will be held as per procedure and a Notification will be published on the website of the Directorate of Medical Education with available seats at that round.
18. No separate call letter will be issued to any candidate.
19. If a Candidate got admitted to an allotted seat in the current year whether in or outside the State on the basis of the result NEET–UG-2023, he/she will not be entitled to allotment of another seat unless he/she has surrendered the earlier allotted seat in writing within the specified time to the admitting authority and produce the Surrender certificate issued by the admitting Institution to Directorate of Medical Education in due time.
20. If any seats viz MBBS/BDS/BASLP or any AYUSH UG Medical courses be allotted for Tripura after the publication of the seat matrix, then those will be placed in the seat matrix of the next round of Counselling i.e. 2nd round / MOP-UP rounds (Round-3)/Stray vacancy round.
21. Without production of the original relevant certificates a candidate shall not be allowed for admission to an allotted Institute.
22. Tripura State Merit List will be published on the website: https://dme.tripura.gov.in by the Chairman of the Counselling Committee.
23. A candidate applying under Clause-1 of Eligibility Criteria should not apply for a domicile seat in any State other than Tripura. A self-declaration in this regard will have to be given in the online State Counselling registration form. If the candidate is found to violate these domicile / or other eligibility criteria by supplying wrong/false information, his / her candidature of Counselling/Admission/Allotted/ Nomination is liable to be canceled at any time.
24. A candidate admitted to a Round-1 allotted seat, participates in Round-2 for intention of up gradation of his/her choice of seat or Institution and fails to get an allotment in Round 2 then if he/she at that point of time intend to surrender his/her seat which he/she gets admitted in round – 1 now wants to get a chance in the MOP UP Round (Round-3), then he/she can resign/surrender his/her seat by applying to admitting Institution and he/she have to submit the surrender acceptance from the admitting Institution Authority to DME physically within 2 days of publication of Result of Round 2.
25. A candidate, allotted seat in round-2 can still participate in MOP UP Round (Round-3) after surrendering the round -2 allotted seat with forfeiture of his/her security deposit. But if he/she gets admitted to a round -2 allotted seat, his/her Counselling for this academic session ends at that point.
26. Proper authentic certificates shall have to be possessed by a candidate and shall have to be shown at any point of time including during physical verification in support of any particular Reservation Category, State domicile Eligibility, Qualifying marks, and Rank other eligibility conditions, Date of Birth, etc.
27. All candidates intending to avail of State Quota seats of Tripura will have to submit an Undertaking stating that he/she is applying for the State Quota Domicile seat of Tripura only and never applied or will apply for any other State Quota seat for this academic session of 2023-24.
28. Reservation Criteria of ST/SC for State Quota/ Domicile seats will be as per State of Tripura Reservation Rules.
29. Reservations of EWS /PwD for State Quota seats will be as per existing Rules and Guidelines as applicable for Tripura State in accordance with MCI/ NMC Norms.
30. Reservation for WESM for State quota seats will be as per existing rules & guidelines as applicable for Tripura State.
31. All Certificates of Reservation should be in Prescribed Form signed by the Prescribed authority with validity (wherever applicable) as per Rule.
32. There will be 3(three) rounds of Counselling out of which Round-1 & Round-2 & MOP UP Round (Round-3) will be conducted in online mode by the Tripura State NEET UG 2023 Counselling Committee subject to the availability of seats.
33. There may be a need to conduct a Stray Vacancy Offline Round of Counselling in the event of still vacant seats after the MOP UP Round (Round-3) and in that case, the Stray Vacancy Round may be conducted by the admitting Institutions of Tripura or by Counselling committee in online mode which will be declared in due course.
34. There will be NO AIQ Seats reverted to State Quota after completion of the AIQ Round-2.
35. The Eligibility, Guidelines, Steps of Counselling, and Procedures of distribution of seats will be in accordance with existing Rules & Guidelines as per MCI/ NMC Norms/ Government of Tripura Norms and subject to change as per the latest Notification from NMC directives from Ministry of Health & Family Welfare, Govt. of India and directives from Govt. of Tripura or any directives/ verdict from the Court of Law.
36. The Counselling Committee of Tripura State NEET UG 2023 reserves the right to withdraw/ cancel any allotment/selection/nomination/admission if any found to be have been granted or allowed inadvertently to any candidate at any point of time who is not eligible to appear/or participate in the Counselling or not eligible to be allotted/selected/nominated/admitted against a seat at any point of time.
37. A candidate can submit his/her registration and application Form only once. Multiple registration/ submission of the application from a candidate applying a different category and profile of seat shall summery be rejected.
38. Candidates are instructed to ensure that no mandatory Column in the Online Application is left blank. Candidates should go through all the particulars and information asked and fill up those meticulously.
39. Certificate of Disability for PWD candidates shall have to be in the prescribed format and signed by Designated Authority.
40. Income and Assets Certificate to be produced by eligible economically Weaker Sections (EWS) shall have to be in a prescribed format and signed by a designated issuing authority as belonging to EWS for an eligible EWS candidate (for the financial year April 2022 to March 2023).
41. WESM certificate also shall be issued from the prescribed authority (Department of Sainik Welfare, Tripura) denoting & satisfying the Clause of eligibility.
42. Eligibility for qualifying criteria for appearing in NEET UG 2023 and State Eligibility (here for domicile seat only) as well as eligibility criteria of respective Institutions shall determine the ultimate eligibility of the candidate to get a seat as per merit and Seat Matrix accordingly for admission to MBBS/BDS/BHMS/BAMS and BASLP.
43. Candidates are instructed to visit the Directorate Medical Education, Govt. of Tripura website regularly and go through every Annexure/Notice/Updates/ Notification in connection with Tripura State NEET UG 2023 Counselling.
44. In the event of any unprecedented circumstance the round-1 and or round-2 of Tripura State NEET UG 2023 Counselling may be performed Offline like this subsequent Offline MOP UP Round (Round-3) Offline Round.
45. Relevant Service Bond and Discontinuation Bond will be applicable to the admitted candidates in respect of their courses and Institution and shall have to be executed by the candidate during nomination/admission.
46. Registration Fees for all candidates for Round -1 and fresh candidate of Round – 2 to participate in Round -2 is applicable to every candidate intending to Participate in the Counselling which will have to be deposited Net Banking/RTGS/NEFT. A mandatory deposit for participating the Round – 2 is obligatory for all candidates intending to participate in Round-2. The Mode of payment for the mandatory deposit to participate in Round- 2 Counselling will be declared in the Educational Notification of Tripura State NEET UG 2023 Round – 2 Counselling in the course of time.
47. EWS & WeSM status are to be established through the uploading of documents and PwD through Online Certification from NEET-certified Institutions for PwD certification.
48. All admission will be provisional till final approval from NMC.
