UP DGME Issues Guidelines For NEET Counselling Process, details
Uttar Pradesh: The Director General of Medical Education (UP DGME) has issued guidelines for NEET UG 2023 admission process.
For online registration, data capture, photo upload, fee deposit, preparation of merit list, etc. National Informatics Center (NIC), Lucknow, has been selected. The merit will be prepared with the help of NIC by the officer selected by DGME. The information brochure will be prepared by the committee fixed, including KGMU Lucknow, Dr Ram Manohar Lohia Institute of Medical Sciences Lucknow, officer from DGME.
The candidates willing to apply will have to register at https://upneet.gov.in. For the 1st and 2nd rounds, the candidates will have to pay Rs 2000, and for the mop-up round, Rs 1000 is the registration fee. The candidates who didn't register for round 1 but are willing to apply for round 2 will have to pay Rs 2000 as a registration fee. For participation in the mop-up round, the candidates must register themselves again.
The candidates will have to pay the following security money online –
1. Government Medical/Dental – Rs 30000
2. Private Medical – 2 lakh
3. Private Dental – 1 lakh
The candidates who do not pay the security money will not be eligible for choice filing. And those who don't join after allotment, their security money will be forfeited. Suppose the candidates are not allotted any seats during the counselling process. In that case, their security money will be refunded to the bank account from which it was paid after completing the counselling process.
The following documents are needed –
1. 10+2 marksheet
2. Reservation-related proof (OBC, SC, ST, EWS, Ex Army, NCC, FF, PwD)
3. Domicile certificate
Eligibility –
1. The candidates have to be NEET UG 2023 qualified
2. For candidates applying for government colleges will have to be natives of the state
3. The candidates who have passed 10+2 from the state will not have to submit proof of domicile
4. The candidates who have passed either 10th or 12th from the state or who have passed both from other state but are native of the state will have to produce a domicile certificate
5. The candidates applying for private colleges need not be a native of the state
6. The eligibility criteria mentioned in the NEET UG prospectus released by National Testing Agency will only be applicable
The reservation will be based on the following –
1. Vertical reservation
2. Horizontal reservation

Counselling and allotment –
1. The counselling and allotment will be done per the time frame and guidelines provided by the Government of India.
2. The candidates must be admitted to the allotted seat in round 1, or security money will be forfeited.
3. The candidates who have been allotted seats in round 1 but want to participate in round 2 and those who have not been assigned seats will have to deposit the security money again to participate.
4. The round 1 allotted candidates, if allotted any other seat in round 2, then the assigned seat of round 1 will be deemed vacant and allotted to another candidate.
5. The allotted candidates of round 1 should not fill the same assigned seat of round 1.
6. If the round 1 candidates are allotted the same seat as round 1 in round 2, they must complete the admission process again.
Admission –
1. The candidates allotted seats in government colleges must complete the admission process in the allotted college only.
2. The candidate's allotted seats in private colleges must complete the admission process in the nodal centre created. DGME will issue the list of nodal centres.
3. The candidates will have to carry the following documents at admission: NEET UG admit card and score card, 10+2 marksheet, domicile certificate, and identity proof.
4. The admission will be cancelled if the candidates don't have the relevant documents or produce any false documents.
Mop up round –
1. The candidates who have not been allotted seats in rounds 1 and 2 will only be eligible.
2. To participate in the mop-up round, the candidates must register again by paying Rs 1000.
3. During the admission, the candidates must submit all the reverent documents or their admission process will be cancelled.
4. For state quota reserved category seat absorption will be done in a mop-up round.
5. If any seat is left vacant in the reserved category after completing the allotment process, it will be filled based on the conversation algorithm. The details related to the conversation algorithm are enclosed in the notice below.
Resignation letter –
1. The candidates who have completed the admission process for the seats allotted will only be eligible to give a resignation letter.
2. The round 1 allotted candidates willing to resign from the seat assigned can give a resignation letter 2 days before choice filling round 2.
3. The candidates who submit the resignation letter within the time frame, then round 2 rules will apply to them.
4. After the allotment process for round 2, the candidates allotted seats in round 1 or round 2 will not be able to resign.
5. In the case of private colleges, if the candidates resign from the seat allotted 2 days before the mop-up round, 50% of the fee paid will be forfeited.
6. The candidates who have been allotted seats in government colleges in round 2 as well but don't take admission, then the entire fee paid will be forfeited.
7. The candidates who have been allotted seats in private colleges in round 2 but don't take admission, then the 50% fee will be forfeited.
8. If the candidates resign after the mop-up round and before completion of the course, then the entire fee will be forfeited, and Rs 1 lakh will have to be paid as a penalty for government colleges.
9. The fee will be forfeited if the candidates resign after the mop-up round and before course completion. And if the security money has already been refunded, the candidates will have to deposit the money back.
Bond –
The admitted candidates must pay a bond (2 years) of Rs 10 lakh.
