New Delhi: Taking cognisance of severe allegations of 'ragging, sexual humiliation, intimidation, and threats' by first-year MBBS students against medicos at Pandit Deendayal Upadhyaya Medical College, Churu, the anti-ragging cell of the National Medical Commission (NMC) has sought an Action Taken Report from the college authorities within 24 hours.

It has been alleged that the first-year MBBS students at the institute were subjected to ragging by the senior students of the 2025 batch. The allegations include forced haircuts and shaving of heads, forced removal of clothing, alleged forced sexual and sexually humiliating acts, use of abusive and vulgar language concerning students' families, threats to boycott college events, and intimidation of students against reporting the incidents.

The complaint further alleged that the students were threatened with consequences if they reported the matter, with claims of the alleged involvement or influence of the college administration.

After receiving the complaint in this regard, NMC wrote to the Dean/Principal of the medical college today. "It has also been reported that at least one affected student has experienced suicidal thoughts. The Commission has taken a serious view of the allegations, particularly in view of the alleged sexual humiliation, threats, and potential risk to the mental health and safety of the students concerned," NMC said in the letter.

Considering the gravity of the matter, NMC has directed the medical college to examine the complaint on an urgent basis and submit point-wise comments along with an Action Taken Report (ATR) and relevant supporting documentary evidence to the Commission within 24 hours.

Allegations in the complaint:

In a complaint submitted to NMC, it was alleged that the incidents of ragging of first-year MBBS students included: forced haircuts and shaving of students' heads, forced removal of clothing, forced sexual acts and sexually humiliating acts, abusive and vulgar language about students' families, threats of boycott from college events, and threats not to complain, with claims that the seniors are connected to the principal.

"Students are terrified. At least one has had thoughts of suicide. Because of the alleged links to college administration, I request that this be investigated independently, not only by the college," the complaint stated.

The complainant sought immediate action under the UGC Regulations on Curbing the Menace of Ragging, 2009, and NMC anti-ragging norms, protection and confidentiality for the complaining students, and counselling support for the affected students.

Which details have been sought?

In the report, the college has been asked to specify the immediate steps taken to identify the facts and prevent any further incidents of ragging, intimidation, or harassment of first-year MBBS students.

NMC has also sought to know whether the Anti-Ragging Committee (ARC) and/or Anti-Ragging Squad (ARS) have been informed of the complaint, what action has been taken to identify the students allegedly involved and to initiate proceedings in accordance with the applicable anti-ragging regulations and institutional rules, and what arrangements have been made to ensure the immediate safety of the affected students, protect their identities and confidentiality, and prevent threats, coercion, victimisation, or retaliation by any student or other person.

The college has been asked to state whether, considering the allegation of forced sexual and sexually humiliating acts, the matter has been referred to the appropriate competent authority for necessary action in accordance with applicable law. NMC has also questioned whether the complaint has been reported to the appropriate Internal Committee, and what preventive measures have been undertaken to ensure that no further ragging, sexual harassment, humiliation, or intimidation occurs on the campus, in hostels, or at any other location under the institution's control.

"The complete point-wise comments and ATR, along with supporting documentary evidence and details of the immediate protective measures taken, must reach the NMC within 24 hours of receipt of this letter," the NMC anti-ragging cell mentioned in the communication dated 02.11.2026.
