Hamdard Institute of Medical Sciences and Research issues statement addressing MBBS, PG seat withdrawal, Financial allegations

New Delhi: Amid the confusion regarding the National Medical Commission (NMC) allotting zero seats and the media reports claiming that MBBS and PG seats were scrapped after CAG found financial irregularities, the Hamdard Education Society (HES), which is a subservient society of the sponsoring body of the Hamdard Institute of Medical Sciences and Research (HIMSR), issued a public notice along with a clarification on the matter.
This comes after an article titled "Jamia Hamdard's 150 MBBS, 49 PG seats scrapped for 2025-26; CAG had flagged 813-crore diversion" was published in The Times of India on 23rd July 2025.
Referring to the article, HES mentioned in the notice, "The aforementioned article, based on statements attributed to Jamia Hamdard University, contains material misrepresentations, factual inaccuracies, and misleading assertions that are detrimental to the reputation and lawful functioning of both HIMSR and HES."
Medical Dialogues had earlier reported that the Medical Counselling Committee (MCC) officially released the tentative list of medical colleges and MBBS seat matrix for NEET 2025 counselling. According to the notification, altogether 775 medical colleges across 35 States and Union Territories will participate in the undergraduate medical admission process this year.
MCC released the seat matrix after the National Medical Commission (NMC) provided the tentative seat matrix for the First Round of MBBS seats for medical colleges across the country via an email dated 17.07.2025.
However, what was shocking was that in the tentative seat matrix (MBBS) for the academic year 2025-2026, zero (0) seats were allotted to nine institutes. The list also included Delhi-based Hamdard Institute of Medical Sciences and Research (HIMSR).

After this, HIMSR issued a clarification mentioning that the issue was linked to an ongoing contentious issue between Jamia Hamdard and HIMSR, which is currently sub-judice. Further, the college had also urged students, parents, and well-wishers to remain calm and avoid speculation.
Now, HES has issued a rebuttal after the news report claimed MBBS and PG seats were scrapped at the institute and CAG had flagged financial irregularities. In the recent notice, HES mentioned that the rebuttal was issued in the interest of public accountability, institutional transparency, and legal clarity.
Misrepresentation Regarding Withdrawal of MBBS and PG Seats:
Referring to the TOI article, HES mentioned in the rebuttal that the article falsely claimed that HIMSR's 150 MBBS and 49 PG seats were withdrawn due to regulatory or financial lapses.
Reason for Withdrawal of Seats:
As per HES, the true and only cause of withdrawal is as follows:
It mentioned that the unilateral withdrawal of affiliation consent by Jamia Hamdard University was communicated to the National Medical Commission (NMC) on 6th June 2024, without prior consultation or consent of HES or HIMSR. Allegedly, this action was undertaken during the pendency of the court proceedings and in violation of the Delhi High Court's directive to maintain status quo of HIMSR as on 20th September 2022.
"There is no communication or finding from NMC or MCC attributing regulatory or financial non-compliance on the part of HIMSR," clarified HES.
Allegation of 813-Crore Diversion:
Referring to the allegation of a 813- crore diversion attributed to HIMSR in the news report, HES mentioned that the allegation was "fabricated" and it was "factually baseless, defamatory, and malicious."
"The amount appears to have been misstated by Jamia Hamdard University as per their own financial records, without HIMSR's knowledge or consent. HIMSR has never received or had access to the CAG audit report that forms the basis of the article's claim. Actually, the Sponsoring body has donated 426 crores for the establishment of HIMSR," it clarified.
Further, the HES mentioned that all accounts of HIMSR are audited by the statutory auditors as required and also by the internal auditors of international repute like Prince Waterhouse Coopers (PwC).
As per the rebuttal, the audited financial statements of Jamia Hamdard for FY 2020-21, signed by its own Vice Chancellor, Registrar and auditors, confirm that- HIMSR is a constituent institution, it maintains separate bank accounts, funds are administered by HNF (MREC), a sub-committee of the sponsoring body Hamdard National Foundation (HNF), with no objections raised at the time.
Therefore, HES claimed that the allegation of financial misconduct was entirely without merits and amounted to reckless defamation.
Legal Recognition of HIMSR's Autonomy:
According to HES, HIMSR's autonomous functioning is governed by binding legal documents. It mentioned that the MoA executed in 2021 by Jamia Hamdard, signed by the then and current Vice Chancellor and also approved by Registrar of societies and UGC- recognizes HIMSR as a constituent institution with academic, administrative, and financial autonomy, entrusts financial authority to the sponsoring body, requires Jamia Hamdard to act only as the affiliating university until HIMSR attain autonomous status.
Further, the rebuttal also referred to the Board of Management (BOM) irrevocable Resolution dated July 2021, signed and agreed upon by Prof. Afshar Alam (as Chairman of the BOM) and it mentioned that this document reaffirmed HIMSR's governance under HES, and led to the opening of separate bank accounts under HES.
"Any attempt to undermine or reinterpret these instruments retroactively constitutes to breach of agreement and administrative misconduct," mentioned the rebuttal.
Abuse of Administrative Authority and Due Process Violations:
HES mentioned in the rebuttal that the actions undertaken by Jamia Hamdard University reflect serious overreach and abuse of authority, including:
√ Freezing of hospital accounts, thereby impacting critical healthcare services at the attached hospital
√ Dissemination of false narratives, including unsubstantiated financial allegations, despite HIMSR's transparent records and independent audits.
√ Hindrance in the day to day functioning of academic activities like conduct of examination and issuing of degrees.
"Such actions are in contempt of binding resolutions, violate natural justice, and appear to be motivated attempts to obstruct HIMSR's path to autonomy," mentioned the rebuttal.
Reaffirmation of Legal and Institutional Compliance:
HSE also reaffirmed in the rebuttal that HIMSR is in full compliance with all statutory and regulatory requirements of NMC and MCC and that the institute's finances are duly accounted, regularly audited, and remain transparent and traceable.
"HIMSR was approved in 2012, established entirely through internal and sponsoring-body generated resources, and continues to operate under a governance framework ratified in 2021," mentioned HES, further adding that "HES and HIMSR were never shown or consulted on any CAG audit report."
"These targeted actions are part of a larger effort to derail HIMSR's pursuit of autonomous status and gain undue control over its governance," it said.
Reiterating its commitment to defend HIMSR's institutional independence, HES mentioned that it shall initiate appropriate legal and regulatory measures. It also urged all regulatory agencies, media platforms, and the public to refer only to verifiable documentation, official agreements, and statutory audit records, and not be misled by one-sided, misleading narratives.
"HIMSR continues to uphold its mission to serve as a beacon of medical excellence, community care, and academic integrity, despite the present institutional challenges," read the rebuttal.
