Jaipur: Taking cognisance of the allegations of ragging and harassment of first-year MBBS students at Mahatma Gandhi Medical College & Hospital, Sitapura, Jaipur, the National Medical Commission (NMC) has sought a report from the institute.

NMC Anti-ragging Cell took note of the issue after receiving a complaint alleging a systemic pattern of ragging, intimidation, humiliation, and coercive restrictions imposed by senior students upon the incoming 2026 first-year MBBS batch at the medical college.

Even though the college filed an interim report before the Commission on October 24, the Apex Medical Commission has highlighted the gaps and observations in the Interim Report and asked the college to submit a factual and specific report, supported by authenticated records.

"The matter shall be treated as urgent and requiring immediate attention. Any failure to take appropriate protective measures or submit the requisite report within the stipulated period shall be brought to the notice of the competent authority for consideration of further action in accordance with applicable law and regulations," NMC mentioned in a communication addressed to the Dean/Principle of the medical college on October 25, 2026.

What are the allegations:

On October 23, 2026, the NMC Anti-ragging Cell received a complaint accompanied by a screenshot of purported rules circulated among students, imposing restrictions on their dress, movement, interaction with peers, and use of common campus spaces. Other allegations include social exclusion of students who decline interaction, late-night gatherings in senior students’ hostel rooms, humiliating physical acts, and coercion to mark proxy attendance for senior batches.

Further, the complaint raised concerns regarding the possible intimidation of students, suppression of complaints, and the risk of retaliation against those who report such incidents.

NMC Action:

Consequently, on October 23, 2026, NMC asked the medical college to submit point-wise/para-wise comments on each allegation, along with a detailed Action Taken Report (ATR), within 24 hours of receipt of this communication.

In the report, the college was directed to answer whether the college had verified the authenticity and circulation of the rules shown in the screenshot. NMC had sought to know who had prepared or circulated those rules and what action has been initiated regarding the same.

The college was also asked to report whether an inquiry had been initiated into the allegations that first-year students are subjected to late-night sessions in senior students’ hostel rooms and forced to perform humiliating physical acts, what steps had been taken to verify allegations that students who decline to interact with seniors are socially isolated, denied academic guidance, or excluded from college activities, whether the college investigated the alleged imposition of dress restrictions and prohibitions on female students interacting with male batchmates or using common campus spaces, whether the college had investigated the allegations of forced proxy attendance, and what arrangements had been made to obtain confidential feedback from first-year students.

Besides, the college was also asked whether it had examined the relevant WhatsApp/Telegram messages, group communications, what steps had been taken to prevent further ragging and whether the Anti-Ragging Committee and Anti-Ragging Squad had been activated to investigate the complaint.

NMC had also directed the college to ensure that no student is threatened, intimidated, victimised or subjected to adverse academic or hostel-related treatment for reporting the matter or cooperating with the inquiry. Further, the college had been directed to preserve relevant digital records, attendance records and other evidence.

NMC Seeks Fresh Report from College:

On October 25, 2026, NMC wrote to the medical college again and mentioned that it had received a complaint raising serious concerns regarding the adequacy and effectiveness of the preventive and remedial measures taken by the institution following earlier communication.

"The Commission has taken a very serious view of the allegations. The reported conduct, if established, would raise grave concerns regarding student safety, dignity, freedom from intimidation and the maintenance of a safe and ragging-free campus. The Commission follows a zero-tolerance approach towards ragging and expects strict compliance with applicable anti-ragging regulations and directions of the competent authorities," NMC said.

"The complainants have specifically expressed apprehension that disclosure of their identities could expose first-year students to retaliation, academic victimisation, intimidation or physical harm. They have also raised concerns regarding possible destruction or concealment of evidence if the matter is not handled appropriately. These concerns require careful attention while ensuring a fair and impartial inquiry," the Commission further mentioned in the communication.

Accordingly, NMC directed the Dean/principal of the medical college to take immediate steps to protect the affected students, preserve relevant evidence and ensure that the allegations are investigated impartially. "The institution shall not wait for the completion of the inquiry before implementing necessary preventive and protective measures," NMC clarified in the communication.

NMC directed the college to take immediate, appropriate measures to prevent further ragging, coercive hostel-room sessions, physical humiliation, intimidation and restrictions imposed by senior students, ensure safe and confidential channels for students to report incidents and obtain assistance, including access to the designated Anti-Ragging Nodal Officer, Anti-Ragging Squad and AntiRagging Committee, preserve relevant digital and physical evidence, including the material referred to in the complaint, and ensure that records are not destroyed, altered or concealed, and take appropriate action under the applicable regulations and law wherever evidence establishes misconduct or an immediate risk to student safety.

In the latest communication, NMC also highlighted the gaps in the interim report dated 24.10.2026 submitted by the college. NMC pointed out that the report did not include any point-wise response to the specific allegations, the four-member inquiry committee’s constitution order, members’ details and inquiry timeline, specific immediate protective measures to prevent ragging, intimidation or retaliation.

Further, the report did not confirm preservation of CCTV footage, screenshots, hostel records and attendance records, and the college did not provide details of confidential interviews with first-year students or safeguards against victimisation. The college also did not report any findings or action taken regarding the alleged coercive hostel sessions, physical humiliation, movement restrictions, dress codes or proxy attendance, and the interim report did not enclose the Anti-Ragging Committee meeting minutes dated 24.10.2026 and supporting documents.

"The interim report is procedural and lacks documentary evidence of effective action," observed the Commission.

"The report must be factual, specific and supported by authenticated records. General assurances regarding a zero-tolerance policy shall not be treated as a substitute for a point-wise response. Where any information or document is not available, the institution shall expressly state the reason and indicate the steps and timeline for obtaining it," NMC clarified.
