Andhra drops NOC requirement for MBBS doctors to practice in state

Vijayawada: The Andhra Pradesh Health, Medical Education and Family Welfare Department has removed the requirement for MBBS graduates to obtain a No Objection Certificate (NOC) from the state where they completed their studies before joining their practice in Andhra Pradesh.
Issuing G.O. Ms No. 81 recently, Health Secretary Saurabh Gaur said that any doctor holding a recognised medical qualification and valid registration with any State Medical Council or Union Territory Medical Council in India will now be allowed to practice in Andhra Pradesh.

The Hindu reported that, as per the order, such graduates need not obtain a separate registration from the Andhra Pradesh Medical Council (APMC) solely for the purpose of practice in Andhra Pradesh, nor a No Objection Certificate (NOC) from the State Medical Council or the Union Territory Medical Council where they are registered.
The G.O. has been issued as part of the Compliance Reduction and Deregulation Phase-II Reforms and to facilitate ease of practice for qualified medical practitioners.
The move is expected to reduce paperwork and help qualified medical practitioners begin their practice in the state more smoothly. The notification will come into effect immediately.
Medical Dialogues recently reported that government doctors seeking no-objection certificates (NOCs) for higher studies outside the state or in private medical colleges will now have to complete at least three years of continuous regular service in Bihar, according to a new policy issued by the Bihar Health Department.
The state government released detailed guidelines for granting NOCs to doctors under the Bihar Health Services and Dental Doctor Service cadre for higher education, senior residency, DNB courses and other professional purposes.
As per the new Resolution No. 3/Vividh-01-19/2026 dated June 5, 2026, doctors seeking permission for PG, DNB, DM, MCh and other higher studies outside Bihar or in private institutions within the state must have confirmed service status and certification from their controlling officer proving completion of three years of regular and continuous service.
The department said the decision was taken after observing that many doctors proceed on leave or study leave for higher education and other purposes soon after appointment and posting, resulting in a severe shortage of manpower at healthcare institutions and affecting medical services.
