NEET PG 2026: Haryana orders 4 GMCs to release original documents of MBBS graduates

Chandigarh: In a major relief to MBBS graduates who secured postgraduate seats through NEET-PG 2026 counselling, the Haryana government has directed four state-run medical colleges to release their original academic documents, allowing them to complete admission formalities for MD and MS courses.

According to a TOI report, around 300 MBBS graduates complained that they could lose their postgraduate seats because their original certificates were being held by the colleges under the state's bond policy. The candidates were facing a November 2 deadline to complete physical verification of their documents for admission.

Following their representations, the state government issued the directive covering graduates from four government medical colleges: PGIMS Rohtak, BPS Government Medical College in Sonipat, Kalpana Chawla Government Medical College in Karnal and SHKM Government Medical College in Nalhar, Nuh.

According to the latest communication from the Directorate of Medical Education and Research (DMER), graduates who have secured PG seats in medical colleges within Haryana will have their original documents transferred to the respective institutions through special messengers. They will have to submit an undertaking to complete their remaining government service within three months of finishing their postgraduate course.

Those who have secured seats in medical colleges outside Haryana will receive their original documents after submitting an undertaking to return their MBBS degree and other academic certificates to their respective colleges within three weeks of completing their PG degree or diploma. They will also have to join their remaining government service within three months of completing the course.

Importantly, the two or three years spent pursuing postgraduate education, depending on the course, will be counted towards the five-year bond period. This means graduates will only have to complete the remaining service after finishing their higher studies.

Along with releasing the documents, the Haryana government has started the process of contractual appointments for 595 eligible MBBS graduates from the 2020-21 batch, which is the first batch covered under the bond policy.

The graduates will be given the option to join government service or opt out by paying the applicable bond amount, either in a lump sum or through instalments. The Health Department will issue appointment letters, while postings will be decided through a merit-cum-choice process.

Graduates who cannot be accommodated against the available vacancies may also be considered for appointments in government medical colleges, as per TOI report.

The DMER has directed the four medical colleges to collect details of eligible graduates, including their choices and consent under clause 5.A.2 of the policy, and submit the information by November 2 at 5 pm. The offices of directors and deans have been asked to remain open on holidays to complete the exercise.

The colleges must submit an action-taken report to the government by November 3 at noon. Any request received by a college or the DMER must also be decided within two days.

Why did the graduates seek release of documents?

The matter started after government medical colleges retained several original documents of MBBS graduates under the bond policy. These included permanent MBBS degrees, mark sheets of all four professional examinations, internship records, character and attempt certificates, and permanent registration documents issued by the Haryana Medical Council.

They alleged that colleges are retaining not just their permanent MBBS degrees, but also detailed mark cards for all four professional examinations, internship documents, character and attempt certificates, and permanent registration papers issued by Haryana Medical Council.

The graduates argued that the bond policy allowed the government to withhold only their permanent MBBS degrees, which could be replaced with provisional degrees. They said retaining their other original certificates could prevent them from completing the Medical Counselling Committee's physical verification process for All India Quota postgraduate seats.

Around 300 graduates had approached the DMER, seeking urgent intervention before the November 2 deadline. The Indian Medical Association (IMA) had also written to the directorate, requesting the immediate release of original documents and a uniform procedure across government medical colleges.

The graduates had further questioned the delay in implementing the employment mechanism under the bond policy. They said the promised recruitment portal had not been created even nine months after their graduation and that vacancies had reduced following recruitment through Haryana Civil Medical Services (HCMS).

The policy, introduced in November 2020 and notified on December 21, 2022, requires MBBS graduates to complete five years of government service or pay the applicable bond amount. It covers students admitted to government medical colleges from the 2020-21 academic session and government-aided institutions from 2022-23. The 2020-21 batch is the first to come under the policy, with 595 doctors becoming available for bond service from March 2026.
