Odisha Promotes Four Senior Doctors to STPG to Strengthen Health Leadership

Four Senior Medical Officers Elevated to Super Time Pay Grade in Odisha
Bhubaneswar: The Odisha Government has promoted four senior medical officers to the Super Time Pay Grade (STPG) on an ad hoc basis, aiming to strengthen leadership in the state’s public healthcare system.
The notification, issued by the Health & Family Welfare Department on April 16, 2026, granted promotions to these doctors for a period not exceeding one year, or until the Odisha Public Service Commission (OPSC) makes its recommendations, or until the officers retire—whichever comes earlier. The promoted officials will now be placed in Level-17 of the Pay Matrix under the ORSP Rules, 2017.
According to the news reports, among those promoted, Dr Nilakkshi Sircar, who was serving as SAG (Floating) under the Office of the Director of Health Services and currently deployed at the District Headquarters Hospital (DHH), Puri, has been appointed as Director-cum-Ex-Officio Special Secretary (Technical), Health & Family Welfare Department.
Dr Pradip Kumar Hota, previously the Chief District Medical & Public Health Officer (CDM & PHO) of Sambalpur, has been elevated to Director, Public Health, Odisha.
Dr. Mahesh Mohan Panda, who served as CDM & PHO in Jharsuguda, will now take charge as Director, Health Services, Odisha.
Dr. Manoranjan Rout, formerly CDM & PHO of Kendrapada, has been appointed Director-cum-Ex-Officio Special Secretary (Technical), Health & Family Welfare Department.
Health officials noted that the move reflects the state government’s continued emphasis on empowering experienced professionals to take up leadership roles in administration
