Kashmir Hospital Under Scrutiny After Dog Found in Emergency Room, 7 Suspended

Kashmir Health Workers Suspended Following Viral Video of Dog in Emergency Room
Srinagar: A disturbing incident at the Sub-District Hospital (SDH) Chadoora in the Budgam district of Central Kashmir has led to swift disciplinary action against seven employees, including two doctors, after a viral video showed a dog inside the Emergency Trauma Room.
The video, which surfaced on March 14, 2025, prompted immediate scrutiny and an investigation by the Directorate of Health Services Kashmir (DHSK).
Following the incident, a committee was set up by the DHSK to investigate the matter. The inquiry revealed gross negligence and resulted in stringent action against seven healthcare employees including two doctors.
According to the news reports, the disciplinary committee found three Multi-Tasking Staff (MTS) employees guilty of neglecting their duties and were suspended immediately. These employees have been attached to the DHSK while further investigation takes place.
In addition to the MTS staff, two doctors were also held responsible for dereliction of duty and have both been attached to the DHSK as a disciplinary measure. Other staff found guilty include a pharmacist at SDH Chadoora, and a sanitary inspector at the same facility, both of whom are facing disciplinary actions.

The inquiry report revealed significant concerns regarding the supervision and administration of the hospital. The Block Medical Officer (BMO) of SDH Chadoora came under fire for failing to maintain an attendance register for night-duty staff. Additionally, the BMO was found negligent in ensuring the proper functioning of CCTV cameras and the maintenance of recorded footage. The inquiry also uncovered that unauthorized persons were attending night duties at the hospital.
The report highlighted the critical issue of hygiene and sanitation in the Emergency Trauma Room. These lapses in cleanliness and oversight added to the overall poor standard of care provided at the hospital.
