NBE relief on FMGE June 2020: Candidates now allowed to submit Provisional pass certificates

New Delhi: Granting major relief to FMGE 2020 candidates who made several representations to the central government authorities including the Medical Council of India (MCI), the National Board of Examinations (NBE) has now allowed them to upload provisional pass certificates confirming to having passed all required courses of their Primary Medical Qualification.

According to the FMGE June 2020 norms stipulated in the information bulletin, the candidates were earlier required to upload their primary degree certificate, and not the provisional pass certificate or else they will not be eligible to appear in the examination.

In terms of the Clause 2.12, 4.4, 4.5 and 8.15 of the Information Bulletin for FMGE June 2020 session, it has been mandated that the applicant candidates are required to submit degree certificate of their primary medical qualification issued on or before the cut-off date i.e. 31st July 2020.

This last-minute change made by the NBE for FMGE June 2020 has led thousands of FMGE candidates into a dilemma as earlier, they could appear in the exams based on the passing certificates.

Medical Dialogues had recently reported about this move of NBE which met with strong opposition from the candidates who pointed out that this sudden move has been made without any prior notice creating uncertainty for them as those who completed their course last year and have only provisional certificates with them, will not be able to give the exam. Citing that this norm will force students to return back to respective foreign institutes to complete the internship and they will consequently lose at least a year in their studies, they have urged various authorities including the Medical Council of India, PMO office, NBE and the MOHFW to intervene in the matter to revert back the decision.

Now, after receiving several representations to this effect, the MCI has asked the NBE to revert its decision. With this, the candidates can now submit their provisional pass certificates like before and appear in FMGE June 2020.

The recent notice issued to this effect by the NBE clearly states:

Medical Council of India vide its letter No MCI-201 (32)/Eligibility/2020/108644 dated 11th July 2020 addressed to NBE has cited representations received from prospective applicants for FMGE June 2020 session and has requested to restore the following clause in the Information Bulletin for FMGE June 2020 session, in wake of ongoing COVID-19 pandemic.

It is mandatory to provide proof/documentary evidence in support of the candidate having passed final examination for such a primary medical qualification/possess the primary medical qualification on or before the cutoff date i.e. 31st July 2020. In the event of the date of issue of result/proof of primary medical qualification being after the prescribed cut-off date, the application form shall be rejected and the candidate declared as ineligible.

NBE has decided to include the above-mentioned clause in Chapter 4 (Eligibility Criteria) of the Information Bulletin for FMGE June 2020 session as sub-clause 4.10.

Therefore, the candidate can submit their provisional pass certificates confirming to having passed all required courses of their Primary Medical Qualification with eligible results as mandated by the university concerned.

Accordingly, clause 2.12, 4.4, 4.5 and 8.15 of the Information Bulletin should be read in light of the aforesaid addition.

This is a ONE-TIME relaxation, in view of the ongoing COVID-19 pandemic, applicable only for FMGE June 2020 session, the NBE has highlighted.
