CDSCO Directs Hair Colour Cosmetic Firms to Mandatorily Report Label, Formula Changes
New Delhi: The Central Drugs Standard Control Organisation (CDSCO) has directed all importers and manufacturers of hair colour cosmetic products to ensure compliance with the provisions of the Cosmetics Rules, 2020, and applicable Bureau of Indian Standards (BIS) specifications.
In a circular issued by the Cosmetics Division of CDSCO, the regulator stated that hair colour cosmetic products, which are intended to alter, enhance or restore hair colour, must comply with the requirements specified under IS 4707 (Part 1 and Part 2), IS 8481 and the labelling requirements prescribed under the Drugs and Cosmetics Act, 1940 and the Cosmetics Rules, 2020.
The circular was issued by the Drugs Controller General (India) and Central Licensing Authority.
The circular noted that IS 4707 (Part 1) Classification for Cosmetic Raw Materials and Adjuncts provides for a GRAS (Generally Recognised as Safe) list for colourants, and IS 4707 (Part 2) Classification of Cosmetic Raw Materials and Adjuncts provides list of GNRAS (Generally Not Recognised as Safe) and Restricted Ingredients.
The requirements relating to permissible hair dye ingredients, restrictions on use of hair dye substances' declaration of ingredients, directions for use, mandatory caution/warning statements, patch test instructions and other labelling requirements are prescribed under the said rules and applicable BIS standards including lS 4707 (Part 1 and Part 2) and lS 8481.
CDSCO has directed all importers and manufacturers to ensure compliance with these standards. The regulator also stated that any changes or revisions to product labels, composition or quality specifications must be reported to the Central or State Licensing Authority, as applicable, under the provisions of the Cosmetics Rules, 2020.
