Ruby Hall Clinic Pune: MNS corporator SLAPS hospital official over patient bill, booked for non-cognizable offence
Pune: A non-cognizable case was registered against a Maharashtra Navnirman Sena corporator here after he allegedly assaulted an official of a private hospital, police said on Friday.
A non-cognizable case' means a case in which, a police officer has no authority to arrest without warrant.
MNS corporator Sainath Babar allegedly slapped a manager of Ruby Hall Clinic Hospital in the city on Monday.
Babar apparently had had a dispute with the manager over the bill of a patient from his ward.

CCTV footage from the hospital showed Babar getting up from a chair and slapping the manager.
"We have registered a non-cognizable offence against Babar under section 323 (voluntarily causing hurt) of IPC," said a senior official from Wanwadi police station.
A counter-case was also registered against the manager upon Babar's complaint that the latter abused him.
In non-cognizable cases, police can not initiate probe unless ordered by a court.

In view of the cross complaints, the Wanawadi police have booked both parties for non-cognisable (NC) offence, issuing them warnings. "In keeping with the rules, warning has been issued to both parties. Both, the manager and Babar have claimed that the other assaulted him. The hospital has submitted the video recording from the CCTV camera," informed KP Patil, senior police inspector at the Wanawadi police station. "For NC offences there can be no arrest. A warning is issued to the accused. We also counselled both the parties, after being told to steer clear of any argument in future," senior PI told Mumbai Mirror.
