Haryana to set up 100 new health sub-centres and Ayushman Arogya Mandirs

Chandigarh: Haryana Chief Minister Nayab Singh Saini announced on Monday that 100 new health sub-centres and Ayushman Arogya Mandirs will be set up across the state while presenting budget proposals for 2026-27 in the state assembly.

Saini, who also holds the finance portfolio, said health sub-centres and Ayushman Arogya Mandirs are the smallest units of health services.

According to a recent PTI report, vaccination, antenatal and postnatal care of pregnant women, and monitoring of all communicable and non-communicable diseases are carried out here, he said.

It is proposed to establish 100 new health sub-centres and Ayushman Arogya Mandirs, he said.

As part of the expansion, he also proposed to launch a new initiative with an allocation of Rs 100 crore to strengthen fire-fighting systems in district hospitals, sub-divisional hospitals, and community health centres to prevent any untoward incident.

Saini said Prime Minister Narendra Modi, on February 28, launched the free HPV vaccination programme for adolescent girls across the country to help prevent cervical cancer.

Under the 2026- 27 budget, Saini proposed plans to provide the HPV vaccine to 3 lakh girls of the state who have attained the age of 14 but are below 15 years.

"To advance the goal of 'Har Nari, Swasth Nari' I also propose to establish special 'Swasth Nari-Sashakt Parivar' clinics in every district hospital and sub-divisional hospital across the state," he said.

Under the NIROGI Haryana scheme, irrespective of income criteria, all citizens above 70 years of age in the state will be provided free blood testing facilities, he said.

To provide home-based care and basic medical assistance to senior citizens, 1,000 elderly caregivers will be trained. Senior Citizen Welfare Clubs will also be established.

Taking the issue of mental health seriously, one counsellor will be appointed at every community health centre. These counsellors will also visit secondary schools and colleges to provide counselling services, he said, reports PTI.

Under the Ayushman Bharat scheme, in the financial year 2024-25, public hospitals treated 2.94 lakh patients at a cost of Rs 160 crore. During 2025- 26, 4.29 lakh patients were treated at a cost of Rs 299 crore.

"In 2026-27, my target is to double the number of patients availing treatment in public hospitals under this scheme," he said.

He also proposed construction of a building for AYUSH education, training, and research in Shri Krishna AYUSH University at a cost of Rs 135 crore.

A daily yoga break will be introduced for employees in all industrial units in the state.

To provide a better quality of life to senior citizens, weekly health campaigns will be organised for them at Ayushman Arogya Mandirs, he said.

Giving priority to workers' health and safety along with industrial development, an Integrated Surakshit Shramik Swaasthiya System (4-S) will be introduced, under which all industrial workers in the state will receive free annual health check-ups.

Registered construction workers shall also be provided comprehensive free health services, including OPD, IPD, medicines and occupational health check-ups.

An Atal Awasiya Vidyalaya will be constructed to provide quality education to children of workers. The school will impart education from Class VI to Class XII, he said.

Meanwhile, Saini said Vatsalya Bhavans will be established in Ambala, Yamunanagar, Rohtak, and Gurugram as an integrated single window platform for the delivery of services related to women and children.

A Workplace Safety Fund will be established at a cost of Rs 5 crore to promote women's workforce participation in the state.

Touching upon proposals related to sports, youth empowerment, and entrepreneurship, Saini said to redefine the aspirations of athletes and further enhance their abilities, he proposed that in 2026-27, a "Fit Haryana Campaign" will be launched across the state to promote a healthy lifestyle and fitness among all citizens of Haryana.

This initiative will be launched by September 30, 2026, he said.

Internationally renowned coaches will be appointed to train promising athletes in innovative techniques and help them win more medals, he said.

A synthetic athletic track will be built in each district.

A Khelo India Mini Centre will be established in each district, and its management will be entrusted to a former champion athlete.

By launching the Mukhyamantri Apprenticeship Promotion Scheme for Antyodaya families, an additional monthly assistance of Rs 1,500 will be provided during their apprenticeship, over and above the existing stipend, the CM said.

Under the Dual System of Training (DST) scheme, enrolled students will be given additional financial assistance of Rs 2,000 per month.

Under the PM-SETU scheme, one hub-and-spoke Industrial Training Institute cluster each will be established in Sonipat and Kurukshetra at a cost of Rs 241 crore.

Five new youth hostels will be constructed in Karnal, Hisar, Rohtak, Gurugram, and Palwal at a cost of Rs 50 crore.

The CM also said a modern State Skill Faculty Training and Research Centre will be established at a cost of approximately Rs 50 crore.

To train youth to become entrepreneurs, three State Entrepreneurship Development Institutes will be established at a cost of Rs 60 crore.

Each such institute will have the capacity to train 1,000 youth in entrepreneurship per year. In these institutes, 30 per cent seats will be reserved for women.
