WBMCC notifies on PG AYUSH Counselling Process 2023, details
West Bengal: The West Bengal Main Computerized Counselling (WBMCC) has issued details related to PG AYUSH counselling for the academic year 2023-24.
Cut-off percentile –
In order to be eligible for admission to any PG AYUSH course in the 2023 admission session, it shall be necessary for an unreserved or EWS candidate to obtain minimum marks at the 50th percentile in AIAPGET 2023 as provided by NTA. However, in respect of candidates belonging to SC, ST, OBC-A, and OBC-B, the minimum marks shall be at the 40th percentile. For benchmark PWD candidates, the minimum marks shall be at the 45th percentile for unreserved and the 40th percentile for SC/ST/OBC-A/OBC-B/EWS candidates.
Counselling fee -
The eligible candidates have to pay a non-refundable counseling fee online only through credit card/debit card/net banking/UPI payment facilities. Online Counseling fee is Rs 2000 for all categories of candidates. Bank transaction cost, if any, is to be borne by the candidate concerned in addition. Payment receipts may be downloaded and printed from the candidate's login.
If the payment is successful, the acknowledgement slip is generated, which can be downloaded -from the candidate login, where all the transaction details are there. It is hereby further mentioned that the generation of an acknowledgement slip is mandatory for physical document verification of candidates, as the venue shall be mentioned in that acknowledgement slip only.
Document verification -
Candidates have to bring the hard copy of that acknowledgement slip and payment receipt during Physical document verification; otherwise, no verification will be done.
The following documents are required to be produced by the candidates in original with self-attested photocopy for Physical Document Verification at the allotted college –
1. Acknowledgement slip and payment receipt generated online after successful payment is done.
2. Valid Domicile certificate or proof of passing UG Ayush from the State of West Bengal.
3. Valid Voter card/Aadhar card/Passport of the parent in case of domicile certificate of the parent is given showing address as West Bengal (any 2 of the three ID cards as mentioned above)
4. Caste/category certificate as applicable (Issued in the State of West Bengal)
5. AIAPGET 2023 Admit card
6. AIAPGET 2023 Rank card
7. PWD certificate issued /verified by IPGIVIER Kolkata Medical Board as per schedule
8. Medical Certificate (from Registered Medical Practitioner)
Admission to the West Bengal PG Ayush State Quota seats 2023 in the affiliated institutes of the West Bengal University of Health Sciences (WBUHS) shall be made on the basis of the inter se merit lists of the 'Status" (Unreserved (UR); Economically Weaker Section (EWS); Other Backward Classes (OBCA and OBCB); Scheduled Caste (SC); Scheduled Tribe (ST) and Person with Disability (PWD).
Reservations -
In reservation of seats for SC, ST, OBC-A, and OBC-B candidates, policy expressed in the West Bengal State Higher Educational Institutions (Reservation in Admission) Act 2013 will be followed for seats in Govt Ayush Colleges leaving aside share of SC and ST candidates till share of OBC reaches 10% for OBC-A and 7% for OBC¬13'. If OBC category candidates belonging to the non-creamy layer have their OBC certificate issued before April 2022, then they shall have to submit a non-creamy layer income certificate issued on or after 15' April 2022 by the OBC certificate issuing authority.
The caste certificate issued/ validated in the State of WB will only be considered for allotment of reserved category SC/ST/OBC-A/OBC-B seats of State Quota. The OBC candidates belonging to the creamy layer shall have to exercise the option in counseling as unreserved category provided they have the appropriate cut-off marks as per the unreserved category. The OBC candidates claiming non-creamy layer status but failing to submit appropriate non-creamy layer income certificate shall have to exercise the option in counseling as unreserved category provided they have the appropriate cutoff marks as per the unreserved category. The candidates claiming the reserved category but failing to submit the certificate issued/ validated in the State of WB shall have to exercise the option of counseling as an unreserved category.
Five percent of seats of State Quota shall be filled up by benchmark PWD candidates before their inclusion in the seats for respective LIR/EWS/SC/ST/OBC-A/OBC-B candidates, The benchmark PWD certificate must be Issued from the Medical Board of IPGMER Kolkata. This is as per the erstwhile MCI gazette notification, dated 4" February 2019, bearing Memo no MCI-34{41)/2018-Med,/170045, which is in accordance with the provisions of the Rights of Persons with Disability Act 2016.
The tenure training period is 3 completed years for the AYUSH PG Degree from the date of joining the course. Any candidate who is pursuing any other course is not eligible for counseling unless the course ends by 30th April 2023. Admission will not be allowed unless the candidates have themselves registered with the concerned AYUSH council at the State/Central level.
Discontinuation of the course at any time after admission before completion of the course tenure will attract a penalty of Rs. 1 lakhs for AYUSH PG Degree seats.
EWS candidates -
There is a provision for stating caste status/EWS status afresh during counseling for AIAPGET 2023 qualified candidates, as the central and State list of castes may vary. The option exercised regarding the category of candidature, Caste, EWS status and Person with Disability (PWD) status during the AIAPGET 2023 counseling will be verified during admission and, if found appropriate as per State rule, will be considered for admission of such reserved category seats. Therefore, applicants will have to be very particular and cautious during filling up online forms for counseling. There is no scope for correction of mistakes made by a candidate later. However, only the AIAPGET 2023 qualified candidate Is allowed for the counseling process.
Merit list -
The West Bengal Medical Counseling Committee, Dept of Health and Family Welfare, Govt. of West Bengal, would prepare a combined merit list of applicants in counseling.
Counselling process –
The counselling process is divided into 4 rounds (round 1, round 2, round 3, and stray vacancy round). All the eligible candidates of AIAPGET 2023 can apply for the counselling process.
Round 1 -
The round 1 is divided into the following process –
1. Online registration
2. Online application
3. Online fee payment
4. Acknowledgement slip generation
5. Physical document verification at the college level as designated by NIC software
6. Choice filling and locking
7. Seat allotment by software as per inter-se merit
8. Another round of physical document verification at the allotted college
9. Admission at the college level
Round 2 –
Fresh registrations are allowed in round 2.
The following candidates can participate -
1. Already verified candidates of round 1 who have filled up choices in round 1 and were allotted and admitted in round 1 and provided willingness for participation in round 2.
2. Non-allotted candidates of round 1 who filled the choices for round 1.
3. The eligible candidates who are successfully verified in round 1 but failed to fill choices in round 1.
4. The candidates who were allotted seats but failed to report to the allotted colleges.
Round 3 –
Fresh registrations will be allowed for the candidates who have not registered during rounds 1 and 2.
The following candidates are allowed to participate –
1. The successfully verified candidates of round 2, not allotted seats in round 2, are allowed without payment of counselling fee.
2. Successfully verified candidates of round 1 and round 2 who failed to do choice filling earlier. They do not need to pay the counselling fee again.
3. The candidates who didn’t appear in the physical document verification process in earlier rounds can make the fee payment again and download the candidate profile letter to appear for physical document verification. If successfully verified can participate in this round.
4. The candidates whose allotted seats were cancelled in round 2 due to inadequate documentation but remain eligible for subsequent rounds with change candidature are allowed in this round for fresh choice filling.
5. The allotted candidates of round 2 submitted willingness for round 3.
6. The non-reported candidates of round 2 can participate after paying the counselling fee again.
Stray vacancy –
No opportunity for fresh registration. Registered but not allotted candidates till round 3 can participate in this round without paying the counselling fee. The candidates who do not report in this round remain out of counselling. The allotted candidates are not allowed to surrender their seats in this round.

Allotment list -
The allotment shall be based on the AIAPGET2023 rank of the applicant candidate. Candidate/s who fails to get enrolled in an earlier round must remember that when he/she enrols in a particular round later on, followed by fee payment and registration, the allotment can be made only from the available vacancies for that round. Candidates cannot claim a seat which was allotted in an earlier round where that particular candidate failed to enrol/register/fill up appropriate choices, as the case may be.
Medical fitness certificate –
The format is provided on the counseling website, and the candidate has to obtain fitness in the same format from Registered Medical Practitioner to become eligible for admission to the seat allotted through counseling. Medical fitness is an essential criterion.
