Chandigarh: Postgraduate Institute of Medical Education and Research (PGIMER) has begun the online application for Fellowships and Post Doctoral Fellowships PGI for July 2023 Session.

Detailed schedule –

1. Fellowship/ Postdoctoral Fellowship application form closes - 17.05.2023

Application fee -

Fee for all categories: Rs. 1500/- + Transaction Charges as applicable.

All candidates must deposit the above fees through an online payment gateway available at Fellowship/Postdoctoral Fellowship application portal w.e.f. 27.04.2023 to 17.05.2023.

All candidates are advised to read the prospectus and instructions carefully before starting online registration and ensure that no column is left blank. In the event of rejection of the application form, no correspondence/request for reconsideration will be entertained. They are also advised to download and take a print of the acknowledgement form. They should retain a copy of the acknowledgement form till the completion of the admission process.

After selecting the online registration, fill in the mandatory details asked for and deposit the prescribed fee through debit/credit card/Net Banking, after submitting fees filled the required information step by step. Follow the instructions carefully. No candidate should register more than one application.

All candidates are required to ensure that the Photo/Signature is uploaded according to the instructions provided in the Prospectus. Failure to do so may result in rejection of applications. Duplicate applications from any candidates will result in the cancellation of all such applications. No intimation regarding such summary rejections will be provided.

Successful online registration will be acknowledged to the the applicant‘s Registered Email ID. The registration form will remain under review regarding uploaded images and eligibility. Roll Numbers/Admit Cards/Hall tickets for appearing in the entrance examination will be available for download to eligible candidates approximately ten days in advance and can Ragging is a crime. Say no to Ragging Page | 18 be downloaded from the website by logging into their accounts with their respective login id and password. Roll Numbers / Admit Cards will NOT be sent by post. The candidates are allowed to enter the examination hall on Admit Card/ Hall Ticket production production production production.

The following documents need to be attached to the registration slip –

The candidates must upload their self-attested/attested copies of certificates/documents in support of their educational qualifications, marks, date of birth, category, experience etc. SupposeSupposeSupposeSuppose the candidates fail to upload self-attested copies of the requisite documents as above. In that case their candidature will be cancelled and they will not be allowed to participate in subsequent stages of the selection/admission process.

For sponsored candidates and foreign nationals –

1. Sponsorship Certificate (in the case of the sponsored candidate) in the format prescribed in the Prospectus, duly completed and signed by the competent authority.

2. NOC from the Ministry of Health & Family Welfare in case of Foreign National.

Sponsored/Foreign national category candidates should send the above documents in a separate envelope to the Training Branch, PGIMER, Chandigarh, indicating their Registration No On the top of the envelope and the documents followed by the name of the course/discipline applied for.

Declaration of result –

The final results for Fellowship/Postdoctoral Fellowship courses will only be displayed on the PGI website at www.pgimer.edu.in. The result of individual candidates will not be informed on the telephone and candidates are requested not to make a call to the Academic Section for such information.

Eligibility –

A candidate must have passed MD/MS from a University/ Institute recognized by the Medical Council of India (MCI).

For Nursing Fellowship (Pediatric Critical Care Nursing) Candidate must have B.Sc. or Post Basic with one year experience in Pediatrics or M.Sc. Paediatrics on or before 31st December/30th June for January and July sessions respectively.

For Nursing Fellowship (Neonatal Nursing) -

1. Candidate must have B.Sc. Nursing/Post-Basic Nursing with one year of clinical/teaching experience in Pediatric or M.Sc. Pediatric/Child Health Nursing on or before 31st December/30th June for January and July sessions respectively.

2. Must have completed or due to complete, two years of senior residency in the concerned department on or before 31st December/30th June for January/July session respectively.

3. Must be registered with Central /State Medical Registration Council or a registered Nurse (R.N. & R.M.) or equivalent.

Must be within the prescribed age limit as of 1st January/1st July for January / July sessions respectively as detailed below -

Foreign nationals (FN) –

1. A candidate applying for admission as a Foreign National candidate must take the printout of the online application form and furnish the relevant certificates required to route their application through the Ministry of Health and Family Welfare, Government of India, New Delhi.

2. All foreign nationals will have to take prior permission from the National Medical Commission before applying for postgraduate Courses in the Institute, as per their instructions issued vide office no. MCI-202(1)(Gen)Regn-2010/45277 dated 9-12-2010.

3. An advance copy of the application form along with relevant documents must be submitted at PGIMER, Chandigarh before the last date of receipt of applications. However, applications of such candidates will be processed after receipt of the same through diplomatic channels.

4. These candidates and other candidates must also appear in the entrance test. A separate merit list for these candidates will be prepared within their group.

5. Selection of candidates will be made on merit based on their performance in the entrance examination.

6. In the event of selection, the candidates must apply for temporary registration with the National Medical Commission/MCI for the duration of the fellowship/Postdoctoral Fellowship postgraduate course. No candidates will be allowed to join the Fellowship/Post Doctoral Fellowship without temporary registration of NMC.

Sponsored/deputed candidates –

A candidate applying for admission to Fellowship/ Post Doctoral Fellowship as a sponsored/ deputed candidate is required to take the printout of the online application form and furnish the following certificates (as per format given in Annexures I & II) with their application through their employer/Sponsoring Authority for admission to the course.

1. The candidate concerned shall be an employee of the deputing/ sponsoring authority and should have been working for three years (on or before 30th June/31st December for July & January sessions respectively).

2. after getting training at PGIMER, Chandigarh, the candidate will be suitably employed by the deputing/sponsoring authority to work for at least five years in the speciality in which training is received by the candidate at the PGIMER.

3. That no financial implications, in the form of payments/ stipend etc will devolve upon PGIMER, Chandigarh during the entire period of their course,,, and such payment shall be the responsibility of the sponsoring authority.

Deputation / Sponsorship of any candidate by private hospitals, institutes or nursing homes is not accepted. The sponsoring authority should not nominate more than one candidate for a speciality. Sponsorship/deputation of candidates will be accepted only from the following -

1. Central or State Government Departments/Institutions

2. Autonomous Bodies of the Central or State Government

3. Public sector colleges affiliated with universities and recognized by the MCI. In case of a candidate deputed/ sponsored by the Government Medical College affiliated to Universities and recognized by the Medical Council of India, a deputation/sponsorship certificate signed by the Principal of the Medical College concerned only shall be accepted.

Method of resolving ties

If two or more candidates obtain equal percentage scores, then inter-se merit for selection shall be determined on the following basis -

1. A candidate who has made more attempts to pass the the examination would rank junior to a candidate who has made fewer attempts.

2. If the attempts made in the passing the examination are the same, then a candidate who has obtained higher marks in the MBBS/BSc/Post Basic (Nursing) examination will rank senior to a candidate who has obtained lesser marks.

3. If the attempts made in passing the said examination and the marks obtained are also the same, then a candidate senior in age will rank senior to the candidate junior in age.

Merit list –

A merit list will be prepared based on the marks obtained by the candidates in this theory examination and after resolving the ties given in the above paragraph. A sA separate merit list will be prepared for each subject and category (i.e. General and Sponsored/Deputed).

Admission –

1. The final allocation of seats will be done after a personal interview by the Selection Committee appointed by the Institute.

2. The number of candidates to be called for an interview will be three times the number of seats to be filled in each category, provided the candidates fulfil the cut-off marks mentioned before.

3. The selection will be finalized only after the Selection Committee interviews the candidatesthe Selection Committee interviews the candidatesthe Selection Committee interviews the candidates. Interview with the Selection Committee is mandatory but does not carry any marks.

4. A candidate who is absent during the the interview will not be considered for admission/waiting list.

5. In case any selected candidate fails to join by July 1st, the next candidate will be offered the seat as per the waiting list.

6. The selection will be strictly in order of merits lists prepared after the theory examinations.

7. No TA/DA shall be paid to candidates for attending this interview.

8. Admission to the course will be closed on 31st July 2023

9. Selected candidates must join the course on the prescribed date as indicated in their admission letter. The selection of candidates who fail to join by the specified date shall automatically stand cancelled.

Agreement Bonds /Sureties/Contracts –

The Fellows/Postdoctoral Fellow (Fellowship / Postdoctoral Fellowship) will be on contract service for one year and will be required to execute an agreement and undertaking (except sponsored category) on non-judicial stamp paper of a minimum of Rs. 20/- value. Any candidate who joins Fellowship/ Postdoctoral Fellowship course and leaves the course midway will be penalized in the following manner –

The salary for the month in which the candidate's resign from the PG seat becomes effective shall also be forfeited. Two sureties, preferably from residents, must be submitted at the time of admission on non-judicial stamp paper of Rs.25/-. Any candidate who fails to submit the same shall not be allowed to join the course. Sureties from Junior/Senior Residents are not acceptable. Medical Examination –

Medical fitness is a pre-condition for admission to the course of the Institute. Selected candidates (except sponsored candidates) will be medically examined by a Medical Board constituted by the Institute.

Fees and dues –

1. Registration Fee: Rs. 500/-

2. Tuition Fee: Rs. 350/- per annum

3. Laboratory Fee: Rs. 900/- per annum

4. Amalgamated Fund: Rs. 720/- per annum

5. Security: Rs. 1000/- (refundable only after completion of course)

6. Examination Fee: Rs. 1100/-

7. Hostel Security: Rs. 5000/- (refundable) to be deposited with the Hostel Warden if hostel accommodation is allotted

Fees and other charges once paid shall not be refunded in any case, including that of the candidates leaving the Institute before the completion of their term or not joining the Institute for any reason.

The dues must be paid by the prescribed date. For late payment, a fine @ Rs.5/- per day will be charged for up to a maximum of 15 days. After 15 days the name of the nonpaying candidate shall be struck off from the rolls of the institute. For re-admission, if otherwise eligible, a sum of Rs.500/- will be charged as a re-registration fee in addition to the fine. Such a candidate will have to repeat the period of their training for which they remain off the rolls.

Security will be released only after the receipt of the “No Dues Certificate” on completion of the course duration. No security will be released to those candidates who do not join or discontinue the course midway.

Duration of course and emoluments –

The Fellowship/Postdoctoral Fellowship course has a duration of one academic year. During this period, the Fellow / Postdoctoral Fellow except Sponsored candidates is entitled to payments as prescribed by the Government of India. This translates to Level-11 of the pay matrix (pre-revised pay Band -3 Rs. 15600-39100+ 6600 Grade Pay) with the basic pay of Rs.71800/- Plus other allowances as applicable as per 7th CPC.
