UP NEET Counselling 2024: DGME releases information brochure for MBBS, BDS candidates, check details
Uttar Pradesh- The Uttar Pradesh Directorate General of Medical Education and Training (UPDGME) has started the National Eligibility and Entrance Test-Undergraduate (NEET UG) 2024 counselling. This counselling is for admission into MBBS and BDS courses in government/private sector medical and dental colleges/institutions/universities.
On this, UPDGME has released a brochure giving details of NEET UG 2024 counselling. The brochure contains details including registration process, eligibility, admission process, reservation details as mentioned below:
REGISTRATION
To register for NEET UG 2024 counselling, candidates need to log in to the official website of NEET counselling using their roll number and NEET UG-2024 application number and fill the registration form as per the instructions given on the screen.
Meanwhile, candidates have been advised to fill out the registration form on the NEET counselling website themselves and not get it filled out by any agent or other person. Also, candidates should use their own mobile number and email for registration.
After logging into the portal, candidates need to enter the details carefully given by the candidate at the time of the NEET exam such as the Candidate's name, mother/father's name, date of birth etc., however, the details cannot be changed later.
After this, the candidate has to fill in all the required details in the registration form, like category/subcategory, candidate address, mobile number, email etc.
After filling out the registration form, the candidate will have to create a password. The password will be used by the candidate at the time of choice filling. The candidate should not share his password with anyone else.
REGISTRATION FEE
Along with this, candidates will also have to pay the registration fee for counselling through the online process. For the first/second and third rounds, the candidate will have to pay Rs 2,000 and for the stray vacancy round, the candidate will have to pay Rs 1,000. Meanwhile, the registration will not be refunded under any circumstances. Also, during the stray vacancy round, all the eligible candidates will have to make a fresh registration. Lastly, after the registration is completed, the candidate should download the registration form and registration fee receipt.
Security AMOUNT
Candidates have to deposit a security amount for the counselling of UP NEET UG 2024 which will be payable through online mode. Candidates who want to participate in counselling for seats in government medical and dental colleges will have to pay an earnest money deposit of Rs 30,000/-. Candidates who want to participate in counselling for seats in private medical colleges will have to pay an earnest money deposit of Rs 2,00,000/- and for private dental colleges, Rs 1,00000/-. Lastly, after depositing the earnest money amount, the candidate should download the earnest money receipt.
However, before depositing the earnest money amount, the candidate must check his/her eligibility for counselling. Also, candidates who will not deposit the earnest money amount will not be eligible for choice filling.
Meanwhile, after completion of all the rounds of counselling if any candidate is not allotted any seat then in such a case his/her earnest money amount will be refunded as per rules to the same account from which the payment was made. At the same time, the security amount will be refunded to the candidate after the allotted candidate takes admission to government/private sector medical/dental colleges.
Further, candidates are advised to pay the EMD only from their own account or from their parents' account to avoid any inconvenience at the time of withdrawal.
VERIFICATION OF ONLINE RECORDS
The verification of academic records of candidates participating in counselling under UP NEET UG-2024 will be done online. While registering, the candidate will have to select one of the given nodal centres for online verification of documents. For this purpose, candidates should submit the following documents-
1 High School Marksheet / Certificate.
2 Intermediate mark sheet.
3 Certificates related to reservation (OBC, SC, ST, EWS & EX. Army, NCC, FF, PWD) (if applicable).
4 Domicile certificate (if applicable).
QUALIFICATIONS
1 Candidates who have been declared qualified in the NEET UG-2024 examination.
2 Reserved category candidates of Uttar Pradesh state will be eligible for counselling of UP NEET UG-2024 as per the cut-off score for reserved category candidates released by NTA.
3 Reserved category candidates of other states will be eligible for registration in counselling of UP NEET UG-2024 as per the cut-off score of the unreserved category released by NTA. Such candidates will not be allowed the benefit of a reserved category cut-off score issued by NTA.
4 For admission in all the medical and dental colleges/institutions/universities of the state area, it is necessary for the candidate to be a native of Uttar Pradesh. For this purpose, for those candidates who have passed both high school and intermediate or equivalent examinations from Uttar Pradesh, a Domicile/usual residence certificate will not be required. ,
5 For such candidates who have passed one or both of the high school/intermediate examinations from outside Uttar Pradesh and are natives of the state of Uttar Pradesh, such candidates will be required to produce a Domicile/General Certificate issued by the competent authority of Uttar Pradesh on the format prescribed by the Uttar Pradesh Government. In addition, such candidates also have to submit a residence certificate.
6 It will not be necessary to be a native of the state of Uttar Pradesh for admission to the undergraduate courses conducted in private sector medical and dental colleges/universities and minority institutions of the state and candidates who have passed high school and intermediate examinations from other states of India can also apply for admission to private sector medical and dental colleges and will also be eligible to participate in the counselling of dental colleges and minority institutions.
6 Candidates allotted from the Stray Vacancy Round of UP NEET UG-2023 who did not take admission, they will not be eligible to participate in the counselling of UP NEET UG-2024.
RESERVATION
A VERTICAL RESERVATION
1 Reservation issued by the Government of Uttar Pradesh to the native residents of Uttar Pradesh on the seats of the state quota of undergraduate courses in the government sector medical colleges/universities / autonomous institutions established in the state (except the government medical colleges established under the Special Coordinated Plan (SCP)). Meanwhile, recently the list of castes of the category has been updated and as per the updated list of castes of the category reservation will be allowed as under-

Additionally, the category-wise division of seats by the government under vertical reservation in the Government Medical Colleges established under the SCP in the state, Ambedkar Nagar, Kannauj, Jalaun and Saharanpur has been done as follows-

B HORIZONTAL RESERVATION
1 As per the vertical reservation, the following categories of candidates will be provided with the horizontal reservation-

2 For the Economically Weaker Section (EWS) and Other Backward Class (OBC) category, only the certificate issued after April 1, 2024, will be valid.
3 All certificates related to reservation (except disability and NCC certificates) issued by the competent authority of Uttar Pradesh on the format prescribed by the Uttar Pradesh Government will be valid.
4 Reservation certificate will not be valid on the form of certificate to be submitted for appointment to posts under the Government of India.
5 Disability Certificate, Medical Counseling Committee, Director General of Health Services (DGHS) prescribed as per instructions issued by the Ministry of Health and Family Welfare, New Delhi. Those issued from the centres and in the prescribed format will be valid only.
6 NCC certificates (C certificate with at least B grading) issued by the competent authority in the prescribed format will be valid only.
7 At the time of application for the NEET 2024 exam, if the reserved category candidates of Uttar Pradesh state have marked their category as unreserved, then at the time of registration for counselling of UP NEET UG-2024, if such candidates register themselves under the reserved category, then the benefit of the respective reserved category will be payable as per rules.
CHOICE FILLING AND ALLOTMENT PROCESS
1 After depositing the security amount, the candidate will have to do choice filling.
2 Candidates will be free to select all the options from the available options for choice locking.
3 After choice filling, it will be mandatory to lock the choices. In case of not locking the choices, seat allotment will not take place.
4 The candidate will be allotted the available seats as per his/her rank from the options selected by him/her.
5 The counselling process will be conducted through an online medium in four rounds (first, second, third and stray vacancy rounds).
6 Candidates will be eligible to upgrade the seat allotted to them from the counselling of the first and second rounds to counselling of the third round.
7 If any other seat is allotted as per the option given by the candidate for re-allocation, then the previously allotted seat will automatically become vacant and will be allotted to any other eligible candidate. In case there is no reallocation, the seat occupied by the candidate earlier will remain as it is.
8 During choice filling for re-allocation, candidates should not fill the option of the seat admitted in the counselling of the previous round in the counselling of the next round. If after filling the option of the previously admitted seat, the same seat is again allotted to the candidate as a result of re-allocation, then in such a case the candidate will have to complete the admission process again. Otherwise, the previously admitted seat will be automatically cancelled. The entire responsibility for this will be of the candidate himself.
