Tamil Nadu: Tamil Nadu Health (TN Health) has invited online applications for Post Basic Diploma in Critical Care Speciality Nursing and Post Basic Diploma in Neonatal Nursing courses.

The last date for uploading the online application is 27-11-2023, up to 05.00 pm. The expected date for declaration of merit through the official website and tentative allotment of seats will be notified later. The last date of admission will be as mentioned in the allotment order of the candidate.

The online submission of the Application form for admission to Post Basic Diploma Courses 2023-2024 session in Tamil Nadu Government Medical Colleges can be accessed from the TN Health website. Candidates selected under the General Category will not be allowed to claim the very same status as the candidates selected under the Special Category and vice versa.

Candidates seeking admission under Special Category for the Post Basic Diploma Courses 2023-2024 under Differently Abled person shall upload the prescribed format as mentioned in Annexure-I & Annexure-II in the notice below.

The Fees for the online application process is Rs. 300/- (Rupees Three Hundred only) and should be paid via the bank portal. Candidates should fill all the mandatory fields in the online application form by uploading the required certificates. Request for change in any particulars in the online Application shall not be entertained under any circumstances after submission.

Candidates are advised to upload only one online application form. If a candidate uploads more than one online application form, his/her candidature will be cancelled. Candidates should ensure that all information entered in the online application is correct during the online submission of the application form. Candidates are instructed to upload their following original certificates while filling up the online application in the required places.

Candidates are instructed to upload their originals of the following certificates in the order indicated below, along with the filled-in online application form –

1. Higher Secondary course Mark Sheet

2. Diploma in Nursing Mark Sheet (1st Year, 2nd Year & 3rd Year) along with internship mark sheet

3. Midwifery / Psychiatry Nursing Mark Sheet

4. Transfer Certificate obtained after the completion of the Diploma in Nursing Course

5. Nativity Certificate (wherever necessary)

6. Permanent Community Certificate / Card (wherever necessary)

7. Provisional Certificate/Completion of Diploma in Nursing Certificate

8. Permanent Registration Certificate in General Nursing and Midwifery/ Psychiatry Nursing registered with the Tamil Nadu Nursing Council

9. Service Certificate:- The Service candidates should have one year of continuous regular service as of 31-07-2023 for the Post Basic Diploma Course, excluding the leave for which the candidate is eligible/ availed other than casual and compensatory leave

The candidates belonging to BC, BCM, MBC/DNC, SC and SCA communities should upload their original community certificate issued by the competent Revenue authority of the area concerned. The candidates who belong to the Scheduled Tribe should upload their permanent community card obtained from the respective Revenue Divisional Officer of the Revenue Division.

Candidates should upload the necessary certificates in the prescribed format in the online application. Community certificates obtained from other states will not be considered, and such candidates will be treated in the Open Competition category.

For service candidates –

1. Diploma in Nursing qualified candidates who are serving in Tamil Nadu Medical Services will be treated as Service candidates for selection under the seats reserved exclusively for service candidates.

2. Service candidates serving in Tamil Nadu Medical Service on a regular basis should have completed one year of Post Basic Diploma course, excluding the leave period for which the candidate is eligible / availed other than casual and compensatory leave alone will be considered as Service candidates.

3. Diploma in Nursing qualified candidates who are approved probationers serving in local bodies will be considered as service candidates and must have completed one year of service as of 31-07-2023.

4. Service candidates should upload their service particulars which are obtained from the Head of the Medical College Hospital/ Institution in which they are presently working.

5. Service candidates will be allowed to join the course as in-service candidates on deputation will receive service benefits. The duration of the course of one year will be treated as in-service for all practical purposes.

6. Candidates who are serving purely under the “temporary category” in Tamil Nadu Medical Service will be considered as non-service candidates.

Eligibility –

The candidate should be a citizen of India.

Candidates belonging to other States cannot claim the nativity of Tamil Nadu.

Candidates who are Natives of Tamil Nadu and have studied 8th Std to 12th standard in schools of Tamil Nadu and studied Diploma in Nursing course for a period of 3 or 3 ½ years in Tamil Nadu need not upload their “Nativity Certificate”.

Permanent Residence Certificate in Lieu of a Nativity Certificate will not be accepted.

Candidates who are Natives of Tamil Nadu but studied from 8th Standard to 12th standard and Diploma in Nursing course for a period of 3 or 3 ½ years outside of Tamil Nadu either partly or completely in one or more states should produce their Nativity Certificate issued by the competent authority of Tamil Nadu. If the supporting documents are not uploaded, then the online application will be summarily rejected.

Candidates who are natives of Tamil Nadu alone will be considered for communal reservation.

Other State candidates who are not native of Tamil Nadu but who have Studied 8th standard to 12th standard and studied Diploma in Nursing course for a period of 3 or 3 ½ years in Tamil Nadu will be treated as OC (Open Competition) Category.

Candidates should not have completed 45 years as of 31st December 2023. Evidence should be uploaded.

Candidates belonging to all categories should have passed in Diploma in Nursing Examination with a pass in the Higher Secondary course or Equivalent Examination recognized by the university and registered as a Nurse and midwife in the Tamil Nadu Nursing Council or any other State Nursing Council.

Candidates should have obtained a certificate in General Nursing and Midwifery and registered as R.N.R.M. or its Equivalent with the State Nurses Registration Council or any other state Nursing Council.

Merit list -

Calculation of marks - The total marks obtained in the Diploma in Nursing Course must be reduced to the base of 90 marks. The weighted total marks obtained should be calculated accurately to two decimals. The merit list for the Post Basic Diploma Course will be prepared by computing the Diploma in Nursing marks for 90 and experience marks for 10 which would form the aggregate marks for 100.

One mark for each completed year of experience as of 31-07-2023, which is calculated from the last date of the month of passing the Diploma in Nursing Examination subject to a maximum of 10 marks, shall be awarded as experience marks for both service and non-service candidates.

Determination of Inter- se merit -

In case of two or more candidates obtaining equal marks out of the total aggregate of 100 marks, the inter-se merit of such candidates shall be determined on the basis of the following order of preference –

1. Least number of appearances in the final year Diploma in Nursing Examination.

2. Marks obtained in the Psychiatry / Midwifery examination of the Diploma in Nursing Examination.

3. Seniority in age will be given preference.

Online Counselling –

Online Counselling Schedule will be released only on the website. Candidates should lock their choices of Colleges as per the schedule. Selection and Admission will be made on a merit basis for all categories of seats in Post Basic Diploma Courses through Online counselling by following the rule of reservation/ Roster method followed by the Government of Tamil Nadu as per G. O. Ms. No: 206/ P & AR(K) Dept, dated: 6.11.2008, whichever is applicable and availability of seats. Any change or modification and relevant information pertaining to this admission process will be made available immediately on the website of TN Health.

Counselling for the Special Category will be done before the General Category. There will be no re-allotment / change of college allotted for the Special Category.

The processing fee of Rs. 250/-(Rupees Two Hundred and Fifty Only) should be paid through online mode via bank payment portal to participate in the online counselling. A candidate who has not registered and has not locked their choices in the 1st round of online counselling will not be permitted to the subsequent rounds of online counselling.

At the time of choice filling, candidates can choose the College of their own choice on a merit basis, and the same will be allotted as per the availability of seats.

Reporting –

The allotted candidates should download their provisional allotment order and join the course in the allotted Medical College/Institution in person before the date and time specified in the allotment order, along with the Originals and copies of the Certificates.

If the candidate opts out of a seat at the time of counselling, he/she cannot claim the seat from which he/she opted out at any point in time for the current session. Individual requests for transfer of college will not be entertained. Mutual transfer will not be entertained.

All selections for Post Basic Diploma Courses are only provisional. The Selection and admission is liable to be cancelled at any time as and when the eligibility conditions are found to be defective in addition to the revelation of suppressed and overlooked facts.

Method of selection –

The selection will be made based on merit and applying the rule of reservation/roster method followed by the Government of Tamil Nadu as follows –

1. Open Competition - 31 %

2. Backward Class - 30%

3. Most Backward /Denotified Community - 20%

4. Scheduled Caste - 18%

5. Scheduled Tribe - 1%

Any remaining unfilled seats for want of the adequate number of eligible candidates belonging to the SCA community shall be filled by candidates belonging to the SC community other than Arunthathiyar as per merit and vice versa. (G.O.Ms No.55/ P & AR Department dated: 08.04.2010).

Any remaining reserved seats in the ST Quota for want of the adequate number of eligible candidates belonging to the ST community shall be allotted to candidates belonging to the SC Community as per merit. (G.O.Ms.No.77/Health & Family Welfare Department (MCA1) dated 24.02.2011).

Any remaining unfilled seats in the BCM Community for want of the adequate number of eligible candidates after exhausting the merit list shall be filled up on a merit basis by candidates belonging to the BC community without exceeding the quota for the BC community as a whole (G.O.Ms.No.30/H&FW Dept (MCA1) dated 18/01/2012).

Even after filling up the required seats reserved for Arunthathiyars on a preferential basis, if more number of qualified Arunthathiyars are available, such excess number of candidates of Arunthathiyars shall be entitled to compete with the Scheduled Castes other than Arunthathiyars in the inter-se merit among them (As per G.O.Ms.No.65/P &AR(K)of Department, dated:27.07.2009).

The Third Gender candidates who identify themselves as female by self-declaration supported by the certificate (ID Card) issued by the Tamil Nadu Third Gender Welfare Board (TNGWB) are also eligible to get allotment as female candidates.

The Selected Candidates will have to produce the original mark sheet of the qualifying examination and other original documents, such as proof of age, Community Certificate and transfer certificate etc., at the time of admission to the Dean of the Medical Colleges/ Institutions concerned. Selection will be cancelled if the candidates do not produce all the original documents and the original transfer certificate.

The candidates will be required to undergo a Medical Examination at the College which they are allotted before the Medical Board on the date notified by the authorities of the college. Only those candidates found medically fit will be admitted and be permitted to pay the fee.

Candidates selected for admission and their parent/guardian will have to sign the discipline declaration form in Annexure–IV, the Revision of Fee Declaration form in Annexure–V and the Allotment and Re-allotment declaration form in Annexure–VI. Failure to sign the declaration will result in the cancellation of selection.

Private Candidates selected for admission to Post Basic Diploma Course are not guaranteed any appointment in Government Service. .The candidate shall diligently complete his / her training for the said course at the said college, shall abide by the rules of the said college in force regulating the conduct of students at the said College and shall pass all the examinations prescribed for the said Course by the University or the Medical Institution concerned.

Special category –

5% of the total number of seats available in Government Colleges are reserved for the Differently Abled candidates. The other conditions for admission into Post Basic Diploma courses will be applicable as in the case of the general category.

Agreement bond –

Candidates who are employees of the Government of Tamil Nadu shall execute an agreement to the effect that on successful completion of the course, they will undertake to serve the Government of Tamil Nadu till superannuation. If they fail to do so, the entire pay and allowances paid during the period of study shall be recovered from the individual or from the surety.

Seats –

A total of 140 seats are vacant for both the above courses.
