2,356 faculty posts vacant across 20 AIIMS institutes, 446 in AIIMS New Delhi: Health Minister tells Parliament

New Delhi: Nearly 19,561 posts, including 2,356 faculty positions and 17,205 non-faculty positions, are lying vacant across 20 All India Institute of Medical Sciences (AIIMS) in the country, the Union Health Ministry Shri Jagat Prakash Nadda informed the Lok Sabha.

Among all the AIIMS institutions, AIIMS New Delhi has reported the highest number of vacancies, with a total of 2,988 posts lying vacant, including 446 faculty posts and 2,542 non-faculty posts. The next is AIIMS Rishikesh, which has 1,270 vacant posts, comprising 126 faculty and 1,144 non-faculty positions.

AIIMS Patna has 1,218 vacancies, including 86 faculty posts and 1,132 non-faculty posts, followed by AIIMS Raipur with 1,174 vacant posts, of which 105 are faculty and 1,069 are non-faculty positions and AIIMS Bhubaneswar, with 1,125 total vacancies, including 99 faculty posts and 1,026 non-faculty posts, among others.

These five institutes have the highest combined faculty and non-faculty shortages among all operational AIIMS in the country, according to the data shared by the Ministry. 

The Minister shared the information while responding to a series of queries by parliament member who sought to know whether a significant number of faculty and non-faculty posts are lying vacant in various All India Institute of Medical Sciences (AIIMS) across the country, the major reasons for the delay in filling up the vacancies of doctors/faculty and non-faculty positions in prestigious institutes like AIIMS; whether several doctors working in various faculties of AIIMS, Delhi have reportedly resigned from their services during the last three years; whether the Government proposes to formulate any plan for the expansion of AIIMS, Raebareli to alleviate the increasing pressure of patients.

In response, Nadda shared the details of the sanctioned, filled and vacant faculty and non-faculty posts in various operational All India Institute of Medical Sciences (AIIMS)

Details of such posts in the faculty and non-faculty in each AIIMS:

While responding to a query about the major reasons for the delay in filling up the vacancies of doctors/faculty and non-faculty positions in these institutions, the Minister said that creation of posts & recruitment is a continuous process. Filling up of vacant faculty/non-faculty positions is contingent on various factors, including availability of suitable/eligible/qualified doctors/health professionals, reservation roster, location of the Institute, etc. 

The Minister further added that to expeditiously fill vacant sanctioned positions in various AIIMS, the following steps have been taken:

(i) Standing Selection Committee (SSC) has been constituted in each Institute as per the provision of their respective Act for selection of faculty etc. Each Institute is mandated to conduct four meetings of the SSC in a year.

(ii) Provision has been made for engagement of retired faculty at the level of Professor, Additional Professor and Associate Professor, on contract basis, in new AIIMS, up to the age of 70 years from Institutes of National Importance (INIs) and Government Medical Colleges (GMCs).

(iii) Visiting Faculty Scheme has been formulated to allow Professors, Additional Professors and Associate Professors, who are holding academic positions in Government Institutions within India or academic institutions outside India, to be the Visiting Faculty in new AIIMS for teaching purposes.

(iv) Nursing Officer Recruitment Common Eligibility Test (NORCET) is conducted by AIIMS Delhi for recruitment of Nursing Officers for various AIIMS twice a year.

(v) Common Recruitment Examination (CRE) is conducted by AIIMS Delhi twice in the year for recruitment to Group B and C non-faculty positions in various AIIMS.

(vi) The Institute of National Importance Combined Entrance Test (INI-CET) for selection of Junior Residents (Academic) and the Institute of National Importance Super Speciality (INI-SS) Exam for selection of Senior Residents (Academic) for various AIIMS are conducted by AIIMS Delhi twice a year.

Regarding the resignation of several doctors from AIIMS Delhi in the last three years, Nadda informed that currently, 860 faculty members are in position in AIIMS New Delhi. In the year 2023, 19 faculty members resigned, followed by 13 faculty in 2024, and 12 faculty in 2025.

He further informed that AIIMS Raebareli is currently operational with 610 beds. At present, there are 34 functional departments in the Institute including 25 Broad specialties & 9 Super specialties. Expansion of various facilities in the Institute is taken up in a phased manner.
