Doctor couple booked for allegedly forging Attendance certificates, signatures of sitting judges

The court has also directed the Police for conducting a thorough probe regarding the matter. Besides, two police officers posted in the Economic Cell of the Kaithal police have also been booked in this matter for their alleged inaction regarding the matter when a complaint was lodged about the same in December 2020.

All four have been booked under Sections 409, 420, 467, 468, 471, 166-A, and 120-B of the Indian Penal Code (IPC). However, no one has been arrested yet.

The couple after their retirement in 2017 and 2021, are currently working as consultants at a Kaithal-based government hospital.

As per the latest media report by Hindustan Times, the complainant has alleged in the FIR that the doctor couple during their service in 2003 had posed as medical officers at the Civil hospital and they had also prepared false attendance certificates by forging the signatures of the sitting judges of the district court at that time. In fact, they allegedly claimed travel allowances from the health department as well.

While commenting on the matter, the complainant has informed the daily that the couple was transferred to Punaha in 2003. However, in order to avoid joining duty there, they had allegedly cited that they had to be present for regular hearings in different cases in Kaithal.

Last year, the complainant filed an RTI application in the office of the Director-General of Health, Panchkula, and sought to know about the records of attendance and records claim that the four judicial officers had allegedly mentioned in the letters that some of the attendance certificates were not original.

On the basis of such information, the complainant had approached the SHO Civil Lines police station and the office of the Superintendent of Police on December 3, 2020.

The SP had forwarded the matter to the Economic Cell of the District. A sub-inspector and the in-charge of the Economic Cell had probed the matter as well. However, alleging that the complaint was dismissed, the Complainant told the daily, "Both the cops disposed off the complaint illegally without hearing the complainant as well as the judicial officers and misused their power."

Meanwhile, one of the doctors has refuted such allegations and has claimed that even though the matter was investigated earlier there was no evidence found to prove the charges leveled against them.

Further alleging that the complainant had some personal interest in the case and it was rather a publicity stunt, the doctor has further claimed to have a copy of the recent investigation conducted by the DSP Chaudhury. The doctor has claimed that the DSP has mentioned that there was no criminal offense found against the couple.

The daily further adds that the in-charge of the Economic Cell had also mentioned in his investigation report that there was no evidence to prove the claims of false TA bills.
