NPPA Seeks Expert Examination of Ceiling Price Methodology for IV Fluids

New Delhi: The National Pharmaceutical Pricing Authority (NPPA) has decided to refer the issue of ceiling price fixation for intravenous (IV) fluid formulations under the National List of Essential Medicines (NLEM), 2022, to a Multi-Disciplinary Committee (MDC) for detailed examination.

The decision was taken during the 278th meeting of the Authority (146th meeting under the Drugs (Prices Control) Order, 2013) held on May 26, 2026, where the Authority deliberated on ceiling price fixation of IV fluid formulations.

According to the meeting minutes, the Authority noted that the ceiling prices of IV fluid formulations have undergone revisions since 2014 on account of issues relating to pack-size-wise pricing, categorisation of packaging materials, admissibility of special features, and directions issued by the Department of Pharmaceuticals through various review orders.

The Authority further noted that methodologies presently being followed for different IV fluid formulations are different.

The Authority further noted that over the years, formulations having “special features" packaging have evolved into a significant market segment with substantial market turnover.

After detailed deliberations, the Authority observed that the matter may examined by the subject experts. Accordingly, the Authority decided that the matter may be referred to the Multi-Disciplinary Committee (MDC) for further examination regarding methodology for ceiling prices fixation of IV Fluids including packs with special features.
