Eligibility Certificates Applications- NMC Extends Deadline, warns of rejection

New Delhi: Considering the career prospects of medical students abroad, the National Medical Commission (NMC) has decided to give an additional opportunity of 7 days so that they can resubmit their pending applications for Eligibility Certificates.
NMC, the Apex Medical Education Regulatory Body has decided to extend the deadline from 26.02.2025 to 04.03.2025 for these candidates on humanitarian grounds.
Accordingly, NMC asked the 632 medical students abroad, whose names were published by the Commission through a notice dated 18.02.2025, to resubmit their deficiencies with requisite documents and proper justification by 04.03.2035 at 18:00.
The Commission clarified that "...failing which to do so, their pending applications of EC will be summarily rejected."
Medical Dialogues had earlier reported that by issuing a notice on 18.02.2025, NMC had released a list of 632 medical students abroad who had deficiencies in their applications for eligibility certificates.

Setting a deadline of 7 days for these students, the Commission had asked them to fulfill their deficiencies, adding that if the students failed to address such deficiencies within the deadline, their applications would be rejected.
Apart from those named in the list, the Commission had also asked applicants who have not been issued Eligibility certificates to date to ensure the deficiencies pointed out, if any, and fulfill the same at the earliest possible date in their own interest.
However, through a notice dated 25.02.2025, NMC further extended the deadline by 7 days for those whose applications for Eligibility Certificates are pending with initiators.
"Keeping in view of the career prospects of the applicants and sensitivities involved in the matter, it has been decided by the EMRB, NMC on humanitarian ground to give an additional opportunity of 07 days of extension started from 26-02-2025 to 04-03-2025 for the candidates who were not able to resubmit their pending applications," NMC mentioned in the notice.
"Accordingly, the applicants whose names are indicated in the list at Annexure-l of letter No. R.15014/Dy(1)DS(Regn.)/2024-25-Regn dated 18-02-2025 may resubmit their deficiencies with requisite document and proper justification by 04.03.2025 at 18:00, failing which to do so, their pending ap-plications of EC will be summarily rejected," the notice issued by the NMC Secretary Dr. B Srinivas further stated.
"All concerned stakeholders are requested to kindly take note of the same," it added.
Section 13(48) of the Indian Medical Council Act, 1956, which provides clause 13, recognition of medical qualification, second schedule, states the following:
"(48) A person who is a citizen of India shall not, after such date as may be specified by the Central Government under sub-section (3), be eligible to get admission to obtain medical qualification granted by any medical institution in any foreign country without obtaining an eligibility certificate issued to him by the council and in case any such person obtains such qualification without obtaining such eligibility certificate, he shall not be eligible to appear in the screening test referred to in sub-section (4A): Provided that an Indian citizen who has acquired the medical qualification from foreign medical institution or has obtained admission in foreign medical institution before the commencement of the Indian Medical Council (Amendment) Act, 2001 shall not be required to obtain eligibility certificate under this sub-section but, it he is qualified for admission to any medical course for recognized medical qualification in any medical institution in India, he shall be required to qualify only the screening test prescribed"
However, the requirement to obtain an Eligibility Certificate before proceeding abroad was dispensed w.e.f. the declaration of results of the National Eligibility-cum-Entrance Test Undergraduate (NEET-UG) 2019 examination through the public notice dated 05.04.2019. After 05 June 2019, qualifying NEET-UG Exam has been made mandatory and it is now deemed to be treated as an Eligibility Certificate for Indian/OCI citizens intending to take admission in MBBS or equivalent Medical course in any Foreign Medical Institution.
