CEE Kerala Invites Online Applications For MDS Admissions, check out details
Kerala: Commissioner for Entrance Examinations (CEE) has invited applications from the candidates who have qualified in the NEET-MDS 2023 for admission to MDS Courses for the year 2023 to the State Quota seats in Government Dental Colleges and to all the seats available in the Self Financing Dental colleges in Kerala.
All candidates who have qualified in NEET-MDS 2023 and are seeking admission to the MDS Courses-2023 in Kerala should apply online through the website CEE/412/2023-TA4 I/44445/2023 www.cee.kerala.gov.in of the Commissioner for Entrance Examinations up to 20.07.2023, 4.00 PM.
Candidates can register by giving their NEET Roll Number, NEET Application ID (Part ID), and Date of Birth. While applying online, the applicant should upload the scanned image of his/her documents/certificates in PDF format, as per the instructions given in clause 12.4 of the prospectus. Candidates are advised to keep the printout of the acknowledgment page for future reference. No need to send the printout of the acknowledgment page or any supporting documents to the office of the Commissioner for Entrance Examinations.
Application –
Fee Application fee for General / SEBC/Service candidates is Rs.1000, and in the case of SC/ST candidates and those eligible for SC/ST benefits as per G.O.(Ms) No. 25/05/STSCDD dated 20.06.2005 is Rs.500/-. If a Service quota candidate applies for general merit seats, they must pay an additional application fee (Rs. 1000/-) other than that remitted for applying for service quota seats. The prescribed fees can be remitted only through online payment. Application fee, once remitted will not be refunded under any circumstances. The application form and Prospectus will not be available from the Directorate of Medical Education or from the office of the Commissioner for Entrance Examinations.
Application of service candidates –
Service Candidates, in addition to applying online, should forward a copy of the printout of the acknowledgment page along with all required documents, including their service details to the Controlling Officer concerned as stipulated in clause 11.7 of the prospectus, on or before 20.07.2023.
The candidates claiming reservation under Scheduled Caste/Scheduled Tribe/SEBC/Special quota should upload necessary certificates and documents in proof of their claim from the concerned authorities in the prescribed format together with the Online Applications.
The admissions to the entire PG Dental seats, including Minority/NRI quota seats in self-financing Dental Colleges in the State for the year 2023 shall be done through a common counseling to be conducted by the Commissioner for Entrance Examinations from State Rank lists which will be prepared on the basis of NEET-MDS 2023 rank list.
Admission under NRI Quota –
The candidates seeking admission to the NRI quota seats in Self- financing Dental Colleges in the State shall have to upload the following CEE/412/2023-TA4 I/44445/2023 Certificates/documents during the submission of Online Applications as per the G.O (Rt)No. 375/2020/H&FWD dated 22.02.2020.
Passport copy and Visa attested by the Embassy/Green Card/Overseas Citizen of India (OCI) documents of their respective sponsors. The job of the sponsor should be mentioned in any of the above documents. The validity of the Visa should be up to the closing date of admission for the PG Dental course for the year 2023.
In case the employment of the sponsor is not mentioned in the above documents, the candidate has to produce an Employment certificate of the sponsor attested by the Embassy/Consulate authorities.
A certificate clearly establishing the relationship of the sponsor with the candidate shall be obtained from the Revenue authorities as per the G.O(Ms)No. 243/14/H&FWD dated 06.08.2014.
The candidate shall produce the sworn affidavit from the Sponsor in a stamp paper worth Rs. 200/-. The same shall also be notarized by the Notary Public, disclosing that the student is dependent on the sponsor and all expenses i.e. tuition fee and special fee, of the candidate for the entire course period, will be borne by the Sponsor.
Admission under Minority Quota –
Candidates who want to take admitted under Minority quota (Christian/Muslim) seats of Post Graduate Dental courses in Self-financing colleges having Minority status should upload the Non-creamy layer certificate for Kerala State Education purpose from Village Officer / Minority/Community certificate along with the online application as per G.O. (MS)No.10/2019/H&FWD dated 20.01.2019.
Candidates will be allowed neither to include any information in the online application nor to submit any certificates/documents claiming reservation or any benefits, after the online submission of the application, under any circumstances. Candidates must note that they have to upload the required certificates during the submission of the online application itself.

Eligibility for Admission –
Academic –
Applicants should possess a BDS degree from an approved Dental College duly awarded by any one of the Universities in Kerala or duly recognized by the Government of India as equivalent thereto under the Indian Dentists Act, 1948.
Applicants should have obtained permanent registration from the Kerala State Dental Council after passing the final BDS examination or its equivalent thereto with eligibility for full Registration in Kerala State Dental Council in all respects.
Applicants who have completed one year (12 months) Compulsory Rotating Resident Internship (CRRI) as per DCI regulations in an approved/recognized Dental College on or before 30.06.2023 are eligible to apply.
The condition of a one-year Compulsory Rotating Resident Internship is not applicable to those candidates who had passed their final BDS Examination on or before 1988 and hold a BDS Degree from a Dental College recognized by the Dental Council of India, and have obtained provisional or permanent registration from the Kerala State Dental Council. Admission to the candidate will be given only on the production of the registration of Kerala State Dental Council in original. (refer to clause 4 of the prospectus).
Nativity: Applicants should have satisfied any of the following conditions –
The applicant should be an Indian Citizen of Kerala Origin.
Allotment to OCI/PIO candidates will be in accordance with the judgment of the Hon’ble Supreme Court in WP (C) No.891/2021 Dated 03.02.2023.
Candidates who are sons/daughters of Non-Keralite parents and have obtained BDS degrees from any of the Dental Colleges in Kerala State. But they will not be eligible for communal /Special/PD reservation benefits.
Age –
There is no upper age limit for General Quota candidates.
For Service candidates under Medical Education Service (MESQ), the upper age limit will be 49 years) and under Health Service (HSQ) and Insurance Medical Service (IMSQ), the upper age limit will be 47 years as of 31st December of the year of issue of notification to MDS 2023.
Qualifying Criteria –
All candidates, including Service candidates seeking admission to Post Graduate Dental courses in the State of Kerala for the academic year 2023 shall have to qualify for the National Eligibility –Cum Entrance Test for Post Graduate Dental Courses (NEET MDS-2023) conducted by the National Board of Examination, New Delhi and should figure in the rank list prepared by the Commissioner for Entrance Examinations.

Course duration –
The academic duration of the course shall be three calendar years (36 months) from the date of commencement of the course. No other reduction in the duration of the course shall be granted.
Distribution of seats -
The distribution of seats under the State quota for MDS degree courses in the three Government Dental Colleges (Thiruvananthapuram/Kottayam/Calicut) for the 2023-2024 Academic year is given in respect of nine specialties Annexure III. The rotations carried over/continued from the previous year are indicated in the notes. The distribution of seats under various categories for Dental PG-Degree courses, subject-wise, in each of the Dental Colleges for 2023-24 is furnished in Annexure III (a). The details of service quota seats are given as Annexure lll (b). The details regarding recognized/permitted seats are available on the website of DCI. Hence the candidates are requested to visit the website for the same. The course-wise and college-wise distribution of the available seats in Self Financing Dental Colleges for different specialties will be furnished later before the CAP.
Data sheet-
Candidates eligible for allotment/admission to the courses will be issued Data Sheet, which can be downloaded from the website www.cee.kerala.gov.in from the date notified later.
Centralized allotment process –
The selection of candidates and allotment of seats, including those under the Service category, will be made by the Commissioner for Entrance Examinations through the Centralized Allotment Process (CAP) as per Clause 16 of the Prospectus for admission to MDS Courses 2023, approved by the Government of Kerala.
Mode of selection –
The selection of all candidates, including Service Candidates, shall be made from the Rank list and Category list prepared by the Commissioner for Entrance Examinations based on the NEET MDS 2023 rank list and as per the eligibility provisions contained in the Prospectus for admission to MDS-2023.
Candidates should produce all the Original Documents at the time of admission -
1. Printout of the Acknowledgement page
2. Admit card of PG Dental (MDS) Entrance Examination, Kerala-2023 issued by CEE
3. Allotment memo issued by the Commissioner for Entrance Examinations
4. Date of Birth Proof: Secondary School Leaving Certificate /Senior Secondary Certificate /Indian Passport /Birth certificate.
5. Degree certificate of the qualifying examination (BDS Course)
6. CRRI Certificate (House Surgency)
7. Certificate of Eligibility / Equivalency certificate from Kerala University of Health Sciences, Thrissur, for candidates who have passed the qualifying examination (BDS Degree) from approved universities outside of Kerala
8. Registration certificate from Kerala Dental Council & up to date Renewal certificate
9. In the case of candidates who are undergoing internship in the Dental colleges of the state, a Certificate from the concerned Principal to the effect that He/she will complete the internship by 30/04/2023 should be produced
10. MEET MDS-2023 Score Sheet
11. Originals of all the Uploaded documents/Certificates
12. “Transfer Certificate” & Conduct Certificate from the from the institution last studied
13. “Relieving Order” from the institution last worked for those in Government Service (Through the permission of the Head of the Department)
14. Admit card issued by NBE, New Delhi
15. Any other documents mentioned in the allotment notification from CEE
Additional documents in original to be presented by the Service Candidates -
1. Declaration to the effect that he/she has not undergone a PG Dental course under the Service Category
2. Service Details from the Accountant General of Kerala
3. Details of Service from the Head of the Department in the format prescribed
