MCC to soon begin NEET MDS 2026 counselling, check all rounds registration process

New Delhi: Through the NEET MDS counselling 2026 information bulletin and counselling scheme, the Medical Counselling Committee (MCC) has issued detailed instructions for candidates participating in the PG dental admissions this year.

The guidelines outline the registration process, choice filling, seat allotment, reporting requirements and rules for all four counselling rounds.

REGISTRATION: INSTRUCTIONS FOR FILLING ONLINE APPLICATION FORM

1 Candidates are informed that the e-mail ID and Mobile Number provided in the Online Application Form of NBE will be used for registration on the MCC portal for Counselling. The said fields will be pre-populated in the Application/Registration form of the Counselling. All the information/ communication will be sent by MCC of DGHS, MoHFW through email on the registered e-mail address or SMS on the registered Mobile Number only.

2 Any complaint about the change of registered mobile number or email address shall not be entertained by the MCC of DGHS, MoHFW.

3 Candidates are advised to use a laptop or Computer along with the latest registered version of Chrome/Internet Explorer/Firefox/Windows/IOS and a good internet connection during the Registration and Choice-Filling process to avoid any technical complications.

4 Please note that the registration facility will be available at the beginning of the first round, second round, third round and stray vacancy round on notified dates. Under no circumstances shall any request (for any reason) for registration be entertained after closing of registration.

5 It is mandatory for candidates to carry their original documents during physical reporting to college/institute for confirmation /joining of seat.

6 Kindly refer to details of counselling scheme as mentioned below before filling the online forms etc.

i ROUND-1 (Start & End).

ii ROUND-2 (Start & End).

iii ROUND-3 (Start & End).

iv Stray vacancy round.

ROUND-1 (START)

1 Main counseling Registration, which will include payment of Non-refundable Registration fee and Refundable Security Deposit (to be refunded only to the account from which payment has been made).

2 Exercising choice, filling and locking of choices.

3 Process of Seat Allotment Round-1.

4 Publication of result of Round-1on MCC website.

5 Physical Reporting at the allotted Medical/Dental College with original documents against Round1 (one).

6 Candidates who have been allotted a seat in round one can opt for free exit and can directly participate in round two.

7 Candidates who have been allotted a seat in round one can opt for willingness to upgrade from Round 1 to Round 2 only after physical reporting at the college/institute.

8 If a registered candidate is not allotted a seat in round one, he can participate in Round 2 directly without fresh registration.

9 Candidates willing to upgrade from Round 1 to Round 2 have to report at the allotted institute/college with original documents of Round 1 and complete the admission formalities. During the completion of admission formalities, if the candidate wishes to upgrade, then he/she has to give willingness for upgradation in the college.

ROUND-2 (START)

1 Candidates who registered for Round-1 and did not get any seat allotted are not required to register again.

2 New/fresh Registration for Round-2 is to be done by those candidates who a. Have not registered in Round-1 (with full payment of fees).

3 Candidates who have Resigned / Not reported in Round-1 need not register again.

4 Fresh Choice filling and locking of choices for Round-2.

5 Publication of result of Round-2 on MCC website.

6 All the Candidates (Freeze/ Float) have to submit the scanned copies of their documents on the MCC portal.

7 Candidates who want to upgrade their seat in Round-3 can give willingness for upgradation online. (Float candidates) Such candidates do not need to physically report at the allotted college.

8 Physical Reporting with original documents at the allotted Medical/Dental College/ institute against Round 2 for those candidates who do not wish to upgrade in the next round (Freeze Candidates).

9 If a candidate freshly registered in Round 2 is not allotted a seat, he/she can participate in Round 3 directly without fresh registration.

10 If upgraded in Round 2, the candidate will be automatically relieved from the Round 1 seat and join the Round 2 seat.

11 Candidates getting upgraded in Round 2 shall not have any claim on the Round 1 seat.

12 Following Candidates allotted seats in Round 2 are eligible to exit with forfeiture of the security deposit.

i Candidates who are freshly allotted a seat but want to leave the seat and participate in further rounds.

ii Candidates upgraded from round one but not joining the allotted seat.

iii Candidates who joined the college/institute and then resigned.

13 Candidates who have been allotted a seat in Round 2 can opt for willingness to upgrade from Round 2 to Round 3, for which they will have to physically report at the Round 2 allotted college/institute and thereafter opt for willingness.

ROUND-3 (START)

1 Fresh Registration with payment of registration fee for candidates who have not registered in Round 1 or Round 2.

i Fresh/New Registration for those candidates who have resigned from Round 2 with full payment of fees.

ii Who registered in Round-2 and exited with Forfeiture of fees without joining can register again with fresh payment of fees.

iii Those who registered but were not allotted a seat in Round-1 & Round-2 need not register again.

2 Exercising of Fresh Choice filling and locking of choices.

3 Publication of the result of the third Round on the MCC website.

4 After the Round 3 provisional allotment result declaration → Mandatory physical reporting for all allotted candidates of Round 3 at the Allotted Institutes and Float. Candidates of Round 1/ Round 2 who did not get upgraded will have to physically report at their Institute.

5 If any candidate does not join the Round 3 seat, he may exit with forfeiture of the security deposit and elimination (cannot participate in further rounds of counselling conducted by MCC, DGHS).

6 If a candidate freshly registers in Round 3 and is not allotted any seat, he/she is eligible to participate in stray/further rounds.

7 Candidates getting upgraded in Round 3 shall not have any claim on the earlier round allotted seat.

8 There will be conversion of seats in Round-3 as per the following conversion algorithm once candidates belonging to a particular category get exhausted.

FINAL STRAY VACANCY ROUND

1 Fresh registrations and fresh choice filling for Final Stray Vacancy Round. The choices filled during the third round will not be considered for allotment in the Stray Vacancy Round.

2 Eligible candidates who are not holding a seat or got no seats in Round-1, 2 & 3 (AIQ, State, Deemed) can participate in the Stray Vacancy Round.)

3 Allotment of seats ‘Online’ by running software.

4 For Deemed Universities, the Stray Vacancy Round will be conducted by MCC of DGHS, MoHFW as per the directions of the Hon’ble Supreme Court of India vide order.

5 If a candidate is allotted a seat in the Stray Round, he/she has to report & join the allotted seat/college, failing which the security deposit of the candidate will be forfeited.

6 Data of candidates allotted in the Stray Round will be shared with States and vice versa. If any candidate has his/her name in the list of allotted candidates in the State, then such candidates shall be eliminated from counselling during the processing of the Stray Vacancy Round.
