Do not finalise round 3 MBBS, BDS seat allotment until November 3: HC directs KEA

Bengaluru: The Karnataka High Court has recently directed the Karnataka Examinations Authority (KEA) not to publish the final allotment of seats to medical and dental courses in the third round of counselling till November 3, 2025.
After releasing the provisional allotment list of the third round on October 24, KEA was supposed to notify the final allotment list on October 27, 2025. However, the HC Division bench has now stayed the process after a batch of students filed a plea before the High Court questioning the procedure adopted by KEA in not allowing the students, who had already secured a medical seat in the first or second round and had joined the college, to claim the vacant seats available in other colleges.
Earlier, the Court had directed the KEA not to publish the final allotment list till October 30. However, on Friday, the Division bench of the HC comprising Justice Jayant Banerji and Justice K.V. Aravind extended this interim order till November 3.
Due to the HC's order, the KEA will now not be able to meet the November 1 deadline, set by the Medical Counselling Committee (MCC), New Delhi, for completing the third round of seat allotment process for medical and dental courses.

According to the latest media report by The Hindu, a batch of students who secured medical seats in the first two rounds of counselling and joined the college have filed petitions before the High Court. However, they were not allowed by KEA to claim vacant seats available in other colleges by exiting seats in the present college, despite having better ranks than those students who have now been provisionally allotted seats in the third round.
Filing the plea, the students questioned the procedure adopted by KEA in this regard. KEA filed its statement of objection before the Court through its advocate, N.K.Ramesh, pointed out that in 2023, all students, including those who had joined the medical colleges on allotment of seats either in the first or second round, were allowed to participate in the third round.
However, the High Court, in the case of Hitashree Y.L. Vs KEA had "held that the candidates who have already been allotted seat and joined the college cannot be permitted to participate in the 3rd/mop-up round," KEA mentioned in its statement.
It also pointed out that due to this judgment, the KEA is not allowing the already admitted students to claim the vacant seats in the third round. Now, the Court will continue hearing on this issue on November 3.
