Illegal Recruitment Allegations: HC issues notice to State, GMC
Panaji: Alleging illegalities in the recruitment drive conducted by Goa Medical College and Hospital, a plea in Bombay High Court at Goa has sought a large-scale investigation by an expert agency or judicial committee, in the recruitment process undertaken by the institute and Directorate of Health Services.
While considering the matter, which has also challenged the Goa Staff Selection Commission (Amendment) Act, 2021, the High Court bench comprising of Justices Sadhana S. Jadhav and Manish Pitale has issued notices to the State Government and the GMC on Thursday, report TOI.
Arguing that the Goa Staff Selection Commission (Amendment) Act, 2021violates the Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959, the plea has further sought to set aside the Amendment Act, 2021.
In the PIL Writ Petition, the petitioner has claimed that GMC had carried out the recruitment process in a secretive manner as it didn't publish notes, memorandums, results, and other details in the public domain.

As per the latest media report by the Times of India, alleging the presence of a mala fide mismanagement of public recruitment in GMC and claiming that the Directorate of Health Services is only being used as a means of appeasement for garnering votes with complete violation of the rules and regulations in force, the petitioner sought proper investigation in the large scale illegalities in the recruitment process.
It has further been alleged in the Plea that the documents on record clearly show that candidates who get appointed belong to the select constituency of the Chief Minister and the Health Minister. The plea has pointed out that excluding the rest of the citizens completely violates the right to equality, right to equal opportunity, and also the right to life guaranteed by the Constitution of India.
