33 Assistant Professors pay price for unauthorized absence, terminated by Telangana DME

33 Assistant Professors pay price for unauthorized absence, terminated by Telangana DME

Hyderabad: Telangana based 33 Assistant Professors recently faced the wrath of Government and got terminated from their service by the State Director of Medical Education department because of their long term unauthorized absence in their service.

Employed at several Government institutes in the State, some of these doctors were absent from their duties since 2001, around 21 years ago. However, in case of some doctors the period of unauthorized absence started from 2019 or 2020.

Specialty wise, this list of 33 Assistant Professors include 3 from Pharmacology, 1 from TBCD, 1 from Pediatric Surgery, 4 from OBG, 4 from Anesthesia, 3 from Pediatrics, 3 from General Surgery, 2 from General Medicine, 2 from Nephrology, 1 from Opthalmology, 2 from Neurology, 1 from Radio-Diagnosis, 1 from Medical Oncology, 1 from Micro-Biology, 1 from Radiology, 1 from Pathology, 1 from CT Surgery, and 1 from Orthopedics.

Institute wise, a major number of 12 doctors, who have been terminated from service, belonged to Osmania Medical College Hyderabad. Among the rest of the doctors, 2 are from Govt. General and Chest Hospital Hyderabad, 3 from Nilloufer Hospital Hyderabad, 2 from Govt. Maternity Hospital Nayapul, 1 from MNJIO&RCC Hyderabad, 2 from Govt. Medical College Mahabubnagar, 4 from Gandhi Medical College Sec-bad, 3 from Govt. Medical College Siddipet, 2 from Govt. Medical College Nizamabad, 1 from Govt. Medical College Nalgonda, and 1 from Govt. Maternity Hospital Hanamkonda.

Even though the DME had issued show cause notices to these doctors, 29 out of 33 doctors did not submit any explanation for their absence. The rest of the doctors submitted their explanation and some of them expressed their willingness to serve at a particular place and taking note of this, the DME did not consider their explanation and terminated them from service.

Medical Dialogues had earlier reported that Telangana DME had initiated termination proceedings against 38 assistant Professors for their long term "unauthorised absence" in various institutes.

In fact, the enquiry committee that had been constituted to look into the matter had recommended their termination. Following this, the state DME recently issued show-cause notices to the 38 doctors asking them to submit their explanations as to why they shouldn't be terminated from service.
The earlier order by DME had also mentioned that "If no reply is received from the individual within stipulated time, it shall be construed that he/she has no explanation to offer and their services will be treated as Terminated from date of unauthorised absence."
However, in spite of having several opportunities, a major number of doctors failed to submit their explanation and the explanations submitted by the others were unsatisfactory. For instance, Dr. Swamy, an Assistant Professor of Orthopedics, was employed at GMC Siddipet. However, in his representation before the DME, he expressed his willingness to resume duties only if he is posted to MGM Hospital Warangal. Similar demands had been made by Dr. Sreelatha of GMC Siddipet. However, DME opined that such demands were willful disobedience to the Orders of Authorities for posting at Siddipet.
Another doctor who was absent from her duties since February 2020 expressed her willingness to resume duties as she was allotted to Multi Zone-II. However, after examining her explanation, DME found it unsasisfactory.
In the order, DME opined that these doctors were "deemed to have already resigned from service as per provisions under Rule 5-B Telangana Leave Rules- 1933 read with GO Ms No. 128 Finance(FR.I) Dept Dated: 01.06.2007 and Rule 10(e) of Telangana State and Subordinate Service Rules - 1996," and accordingly it terminated 33 Assistant Professors from the government service.
"The concerned Head of the Institute is instructed to communicate these orders to the individual official permanent address and furnish the necessary compliance to this Office. Further this order has been uploaded on the Official Website of Director of Medical Education website: dme.telangana.gov.in and also in the Telangana State Govt. Gazette Notification," further read the DME order dated 11.04.2022.
