Andhra Pradesh Health Department terminates two doctors for unauthorized absence

Amaravati: Taking action against two medical officers who remained absent from duty without caring for permission, the Director of Public Health and Family Welfare has recently terminated them from service from the date of their unauthorized absence in 2020.

The doctors who faced termination are Civil Assistant Surgeon (CAS) of PHC Bondapalli, Dr. Begum and CAS of PHC Makivalasa, Dr. Mohana. While the former was allegedly in un-authorized absence from 13.09.2020, in the case of the latter, the absent period started from 08.09.2020.

Such a decision was taken by the State Health Department after it conducted an inquiry against the two doctors and issued show-cause notices to them. However, they did not respond to the notices and accordingly the State Government terminated them from the government service.

Referring to the period of unauthorized absence, Andhra Pradesh health department mentioned in the recent Gazette notifications, "Article of charges have been framed against the individual vide reference 4th cited with instructions to submit her written statement of defense, otherwise further action will be processed based on the material available."

While in the case of Dr Begum, the Health Department had appointed the District T.B.Control Officer Vizianagaram as the Inquiry officer, in case of Dr. Mohana, the Inquiry officer was the District T.B.Control Officer Srikakulam.

"The Inquiry officer has conducted Inquiry and submitted an Inquiry report besides submitting that the charges framed against him/her are proved vide reference 6th cited," mentioned the notifications.

Accordingly, the Health Department had issued show case notices to the Deliquent Officers and asked them to submit their explanations within 15 days, from the date of publication of the notices as to why the penalty of termination from service shall not be imposed on them. 

"The individual has not responded till date," claimed the Health Department in the Gazette notification.

Accordingly, terminating Dr. Begum, the Health Department mentioned in the order, "Therefore, after careful examination of the matter, Dr. Saheena Begum, CAS, PHC Bondapalli (G), Vizianagaram District is hereby terminated from his services from the date of his unauthorised absence from duty i.e., w.e.f. 13-09-2020."

"Therefore, after careful examination of the matter, Dr. B.B.V.M. Mohana Rao, CAS, PHC, Makivalasa, Srikakulam, is hereby terminated from his services from the date of his unauthorized absence from duty i.e., w.e.f. 18-09-2020," the order read addressing the other doctor.
